| University think tanks play an important role in China’s think tank system and in strategic research,policy advice,public services and talent training.Compared with other types of think tanks,University think tanks are established by relying on colleges and universities.They have unique advantages in disciplines,talents and resources.At the same time,they are also restricted by the traditional system and mechanism of colleges and universities.In recent years,Sichuan University think tanks have developed vigorously.Their systems and operating mechanisms have been gradually improved.They have made good achievements in serving the government’s public decision-making.However,we have to admit that in the policy process,Sichuan University think tanks have shortcomings in decision-making influence.Optimizing the path of public decision-making influence of Sichuan University think tanks and improving the public decision-making influence of University think tanks are not only the needs of the development of universities and University think tanks,but also the needs of promoting the scientific democratization of public decision-making,promoting the modernization of national governance and national soft power.Through the study on relevant theories and cases of domestic and foreign University think tanks,thesis analyzes the advantages and relative disadvantages of University think tanks in decision-making influence,and constructs the analysis framework of Sichuan University think tanks’ influence on public decision-making combined with the theory of policy process and research data.On this basis,thesis briefly analyzes the overall development of Sichuan University think tanks.Based on the analysis of the current situation,it finds out the problems existing in the decision-making influence of Sichuan University think tanks:The enthusiasm of University think tank personnel to participate in government decision-making in the agenda setting stage is not high,the demand for government decision-making is not accurately grasped,and the channels to participate in decision-making are not unblocked.In the policy-making stage,the research topics of think tanks are repetitive and homogeneous,and the conversion rate of achievement decision-making is not high.In the policy implementation stage,the promotion of policy research achievements of think tanks is not enough.In the policy evaluation stage,the participation of University think tanks in evaluation and feedback is relatively weak.The main reasons affecting the improvement of the public decision-making influence of think tanks in Sichuan colleges and universities include: the results reward mechanism,talent exchange mechanism and decision-making participation mechanism of think tanks in the agenda setting stage are not perfect;In the policy-making stage,the University think tanks are unevenly distributed,the lack of collaborative construction,the contradiction between think tank research and academic research,and the lack of systematic talent training mechanism;In the policy implementation stage,the personnel structure of University think tanks is single.There are disciplinary barriers,and the fund guarantee and management mechanism of University think tanks are not perfect;At the stage of policy evaluation,the bias of the academic community and the conflict between the recognition of achievements in the school and the evaluation mechanism of professional titles.Finally,based on the analysis of problems and constraints,drawing on the construction experience of well-known colleges and universities at home and abroad,and based on the four stages of the policy process,thesis puts forward to stimulate the vitality of University think tanks to participate in policy agenda setting,improve the efficiency of University think tanks to participate in policy formulation,strengthen the talent and capital guarantee of University think tanks in policy implementation,Improve the evaluation mechanism of University think tanks in policy evaluation. |
