As the beginning of lifelong education and education equity,early years and childhood care services have always been highly concerned around the world.Since the21 st century,the studies of early childhood development has set off a wave of reforms in various countries.In China,early childhood education has achieved remarkable results these years.At the same time,the continuous growth of newborns and the high demands of parents for the quality prompt the reform to increase supply while improving quality.Ontario began the early years and childhood childcare service reform at the end of the 19 th century and had its unique development experience.This paper starts with the background of the reform in Ontario,explores the deep orientation and content,then analyzes the reform strategy and guarantee,and finally puts forward the enlightenment to the early years and childhood childcare service reform based on summing up experience and avoiding problems.It is divided into five parts to carry out this research:The first part describes the background of the reform.First,the optimization of the early childhood childcare service system have aroused the general attention of the society.In addition,the Canadian federal government has examined some problems of early childhood care services in the country.It is a realistic need for reform to address these issues.Finally,the government introduced national plans and policies to promote the reform.The second part discusses the orientation and goals of the reform.Ontario pursues the quality and equality of education,and avoids the marketization problems arising from the market economy.In addition,Ontario proposes four goals: increasing the availability,meeting the special needs of more families,making the early child care services more affordable,and improving the quality of early child care service.The third part analyzes the principles and content of the reform.Ontariogovernment guides the reform based on the five principles of quality,availability,affordability,flexibility and inclusion.Based on federal-level guidance,Ontario proposes seven major areas of increasing quantity,reducing costs,improving quality,retaining and training staff strategies,expanding system inclusiveness,establishing results monitoring and evaluation strategies,and raising public awareness.The fourth part analyzes the implementation and guarantee of the reform.The reform was carried pout under the protection of policy,law and funding.First,the main body of responsibility was defined.Secondly,the government and the enterprise cooperate to integrate the three types of services for the early childhood care.In addition,curriculum guide is published to clarify four important characteristics of early years.Finally,through the reform of the employment,retention and professional development of early childcare service workers,Ontario strives to achieve the high quality and availability of early childcare services.The fifth part summarizes the experiences and enlightenment of the reform.First,the multi-party interact and cooperate to promote the reform process.In addition,improving the curriculum guidelines and professional development of childcare staff to improve the quality.Finally,regulating the cost and the government provides welfare subsidies to increase service availability.Based on the status quo and problems of early childhood childcare reform in China,there are three suggestions: First,clarifying the relationship between powers and responsibilities;Second,further popularizing preschool education,and advancing the early childcare services for infants aged 0 to 3;Third,improving the quality of early childhood care service by improved the curriculum and professionalized staff.
