The National Education Association of The United States(NEA)is one of The largest and most influential educational organizations in The United States.From 1924 to 1975,the organization carried out more than 50 years of professional ethics construction for teachers.This is by far the longest cycle in the world,the most extensive impact of the professional ethics of teachers building norms,ethics of our country has important implications for the construction of norms.From the historical analysis of the minutes of the congress of the American educational association from 1924 to 1975,the historical evolution of the construction of ethical norms can be roughly divided into four stages: the initial stage of the construction of ethical norms from 1924 to 1938.During this period,the American educational association temporarily appointed the professional ethics committee to be responsible for the investigation,analysis and formulation of ethics norms,and finally formed the 1929 version of ethics norms.1939-1959 was the restart stage of the construction of ethical norms.During this period,the chairman of ethics committee paid attention to the improvement of the content of ethics regulations and the later publicity and promotion work,and meanwhile,the executive power of ethics committee was improved.During this period,two major revisions were made to form the 1941 and 1952 editions of the code of ethics.From 1960 to 1972,the construction of ethical norms reached its peak.At this stage,the clarity of the content of the ethical norms was emphasized,and at the same time,the publicity approach was strengthened and innovation was improved,forming the ethical norms in 1963 and 1968.1973-1975 was the final stage of the construction of ethical norms.During this period,the professionalism of ethical norms was highlighted,and the governance mechanism related to ethical norms was constructed to form the 1975 version of ethical norms.Due to the lack of relevant historical data,some opinions are inconsistent with the facts.According to historical data,the American educational association issued six versions of professional ethics for teachers,namely 1929,1941,1952,1963,1968 and 1975.After 1975,due to organizational transformation,management difficulties and lack of real power,the construction of professional ethics standards for teachers of American education association was terminated.The final version of the code of ethics is not,as many scholars think,a perfectly formed version.The process of the construction of professional ethics norms for teachers in the American education association includes many beneficial explorations,such as the types of ethical norms,professionalism,the procedures of the development of ethical norms and the governance of the offending members.The international experience in the construction of professional ethics for teachers of American education association still needs further study.
