Mixed ownership,originally proposed in the economic field has attributed to address the serious issues of state-owned enterprises,literally chaotic internal governance,unclear property rights,and unreasonable resource allocation etc.It would be a wise choice to promote mixed ownership reform in higher vocational colleges to excite the vitality of school running and improve the quality of students.Mixed ownership has a solid theoretical mechanism in the economic field.The theory of property rights,the theory of shareholding system and the institutional design of the shareholding system provide many theoretical guidelines for the reform of mixed ownership education in higher vocational colleges.Under the advocacy of the government,the reform of mixed ownership system in vocational colleges has been fully implemented which bring the institutions into a new era.Vocational colleges implementing the reform of mixed ownership can be generally divided into four mixed models of property rights,namely,different capital joint ventures,mutual entrusted management between public and private colleges,school-enterprise community mode and state-owned capital implementation in private colleges.Compared to traditional running mode,it is of great significance to reform the internal management,establish new secondary colleges,promote major update,co-construct the vocation-education complex and co-construct the new practice base in higher vocational college in mixed ownership mode.Several problems still remain to be settled such as improper comprehension of mixed ownership,unclear property rights,insufficient relevant policies and so on.The main obstacle on promoting the mixed ownership result in the unclear definition of property and the controversial distribution of profit.Main factors that influence the reform of mixed ownership are property,board system and shareholding system.Knowing the essence of property,board system and shareholding system and combing with existed examples,the reform can be advanced from three aspects at the same time,respectively,accurately positioning the asset holders,well designed shareholding system and legal person dominated internal management.
