After the rapid development of higher vocational education,the new challenges have been faced by the vocational schools.It's an important responsibility to promote the reform of vocational education,establishing a modern vocational education system.Arousing and mobilizing the enthusiasm in the field of vocational education,the diversified ownership reform has attracted more and more attention.From the present situation,our national policy has made the first step.Vocational schools have the need for reform.And the private capital is trying to participate in the schools.The school-running activities of higher vocational school have involved in many actions of interest groups.The interest groups include higher vocational schools,companies,governments,students,teachers and industry associations.They all have their own understanding of higher vocational education,have different demands and actions.At the same time,their behaviors and dicisions have a great effect upon the school-running results of higher vocational school.This Paper has surveyed the diversified ownership reform from the perspectives of stakeholders,which will have an important sense for exploring the future directions,and promoting the changes and innovations of vocational education.With the guidance of theories,this paper has classified the stakeholders in higher vocational schools.According to the levels of every stakeholder from the aspects of importance,legality and urgency,there are four basic types of stakeholders.According to the results of the inquiry,this study analyzes the interest demands and its way of different stakeholders,and generalizes the main focus and path of stakeholders.This paper synthesizes the relevant data,providing the cases,revealing the issues and conflicts during the school-running reform,and putting forward some suggestions in order to alleviate the present predicament.This paper is divided into seven parts:the first chapter is an introduction which described the background,significance,purpose,methods and approaches of the research,and combed the research status.The second chapter is the part of basic theories,which has explained the main concepts and ideas of the theories.This part also indicates the applicability of the theories,which provided the clear direction and ways for the study.Chapter III is the section of empirical analysis,which answered the key three questions by using the the data and materials.And this part attracted the influential stakeholders,the interests they focused on,and the ways they realized the interests.Chapter ? generalizes the common features of diversified ownership schools.The next part is case study,which analyzes the operating mechanism and conflicts according to the different schools,by illustrated the different types of higher vocational schools.Chapter VI summarizes the situation of higher vocational schools under the diversified ownership.The main problems are put forward in this part.The last part is reform conception,which offers suggestions to promote the school-running reform.Finally,it rearranged and rethought the full thesis in the epilogue,pointing out the inadequacy and future direction of research.The main findings and conclusions of this study are mainly the following three aspects:(1)The diversified ownership higher vocational schools are the groups of stakeholders.The different stakeholders have different demands with different implementation.This paper has classified the stakeholders into four types:the definitive stakeholders include investors,school administrators,teachers and students;the expectative stakeholders include cooperative enterprises and the government;the associations and employers are the potential stakeholders;the marginal stakeholders include the public and schoolmates.The four tpyes of stakeholders all have different characteristics with varied interests.(2)This paper has analysed the three types of diversified ownership higher vocational schools through case studies,disscussing the operating situation of higher vocational schools and the main interest conflicts of them.The diversified ownership higher vocational schools have common features,such as the public nature of education,the profitability of non-public capital and the diversification of the property rights structure.(3)The reform conception about the diversified ownership higher vocational schools contains:transforming traditional ideas,accelerating the legislative process,sort management,scientific administration and multilateral participation.The specific measures start with transforming traditional school-running ideas and management concept,formulating policies about the diversified ownership schools.And the government would manage the higher vocational schools by different ways based on the diversity and complexity of the diversified ownership schools,constructing the modern system of property rights and governance structure during the reform of diversified ownership.At last,every stakeholder should take part in the progress of school-running in the diversified ownership higher vocational schools.It is important for the stakeholders to participate in the school-running,to coordinate the internal and external factors of schools.
