With the increasing attention paid by the government to higher education in China,the running environment of colleges and universities has been more optimized,and the social status of teachers has also been greatly improved.But relatively speaking,colleges and universities pay more attention to teaching and teachers,and pay less attention to the general administrators.In fact,University administrators,as managers and servers of teaching and scientific research activities,have made great contributions to the reform and development of universities.At present,the status and role of administrative personnel as the main body of the management of colleges and universities have not received the corresponding attention.In the process of University management,the emphasis is usually placed on the management and training of teaching and research personnel,and to some extent,the training and performance management of general administrative personnel are neglected.Therefore,this paper takes the administrative staff of institutions of higher learning as the exploratory goal,tries to analyze the deficiencies in the performance appraisal of administrative staff in Institutions of higher learning,and deeply analyses the factors affecting the initiative of general administrative staff,which has important application value for establishing a more scientific performance management mechanism of administrative staff.This paper takes C College as the research object,using the methods of literature collection,questionnaire survey and interview,based on the hierarchy of demand theory and incentive theory,analyses the deficiencies in the current performance management process of C College administrative staff,and puts forward the idea of establishing a scientific,rational and efficient performance management.After exploring and analyzing,this paper points out that the deficiencies in the current performance appraisal work of C College administrative staff include:unclear job responsibilities,lack of attention to work;lack of strategic objectives and performance objectives;formalization of performance management process;low feedback and utilization efficiency of performance management results;lack of normative supervision,incentives and other mechanisms to ensure deficiencies.For the above shortcomings,combined with the concept of promoting higher education in H Province,according to the current situation of C College and the experience of performance management at home and abroad,this paper points out that only with the awareness of contemporary performance management,the establishment of a scientific performance management mechanism,through effective organization and implementation,with a more sound feedback mechanism and training system,can we have a deeper level.Give full play to the stimulating effect of performance appraisal on administrative personnel.
