In today's world, national competition is between the performance of the national knowledge, information and innovation competition, as the knowledge, information and innovation vector of human resources more widely appreciated. The middle of a national innovation system as a strength, not only for the national construction college to provide a solid knowledge base, human resources and technological support for sustainable development must also have the ability to continuously improve the innovation ability of national and innovation. Thereby increasing the scientific research of University Human Resources to evaluate the performance is necessary. Thus the effective use of human resources and human resources provide the basis for management decisions.Firstly, the research on the analysis of the status at home and abroad, and from the traditional method of value measurements, pointing out the deficiencies of their theories and methods and defects, and analysis of the particularity of University Human Resources. This article, which is based on research in teaching economics and management, monographs, papers and projects and other aspects of the data, uses real option pricing methods to assess the value of scientific research of human resources.In a clear University Human Resources has the properties of real options, this article select a more reasonable set of performance appraisal system, then using Black-Scholes model of real option measures under conditions of uncertainty as a research university in the value of the main methods of teachers, and the use of Matlab system to operate on the data collected. Finally, the data obtained using this method compared with the actual data, and show that the method of order, rationality, feasibility and superiority.
