Research On Human Capital Agglomeration Under The New Urbanization

Urbanization is an organic,in which population and land are key subsystems.At present,urbanization is more fast,large-scale and low quality in China.The core problem focuses on the low quality of traditional population urbanization and the disorderly urban sprawl of traditional land urbanization.Its essence is the coordination imbalance of the two dimensions,no matter which dimension of urbanization lags behind,will seriously restrict the healthy urbanization development.Under the new urbanization,this paper proposes that the balance between population and land urbanization can be coordinated through high-quality human capital agglomeration.On the one hand,the auction mechanism to describe the job selection process and calculate the expected utility under the human capital agglomeration,which indicates the key to solve the low quality of traditional population urbanization is to form the high-quality human capital agglomeration.This paper suggests that improving the matching efficiency of human capital and playing the role of spillover is an effective way to solve the low quality and lag of traditional population urbanization.On the other hand,build an econometric analysis model,select the range of province and cities across the country,and focus on the empirical analysis on the spatial correlation between human capital agglomeration and disorderly urban sprawl.The result shows that high-quality human capital agglomeration can effectively restrain the disorderly urban sprawl of traditional land urbanization.Finally,combing the above two aspects,a spatial equilibrium evaluation model is established to evaluate the evolutionary quality of human capital agglomeration in Beijing-Tianjin-Hebei metropolitan region.This paper shows that the urban scale and structure of each node city is better than that of traditional urbanization under new urbanization.The optimization of Beijing and Tianjin presents the trend of “Gemini”.The cities in Hebei province have the problem of siphon effect around the Bohai Sea,and the optimization of the western and northern regions lags.The agglomeration scale of some cities is insufficient,and the structural flexibility of some cities is small.Overall,the quality of human capital agglomeration in Beijing-Tianjin-Hebei metropolitan region has been improved,but the imbalance between population urbanization and land urbanization is still challenges,and effort need to be made to form a regional agglomeration of high-quality human capital.
