Research On Talents Gathering Pushed Forward By Government Of Henan Province

With the rapidly development of Artificial Intelligence,the age of Internet Plus steps forward to the age of Intelligent Plus,and innovation ability has become the lifeblood of the economic and social development.To a large extent,as the bests of social beings,talents are the sustainable motivation for economic development,leading the trend of times.The amount and quality of a local's human resource can directly affect the regional development and potential.Talents gathering are the gathering of the knowledge and abilities,which would benefit to local economy,and make foundation for talents growing.As a result,the government should introduce positive policies for talents gathering,encouraging universities and industries to explore talents gathering modes which with local characteristics in order to create stable and harmonious atmosphere for talents gathering constantly,and update the regional economic development.Henan Province,which is one of the most populous provinces of China,also plays the most important role of Central Plains Economic Zone,has great potentials as its GDP remains the fifth of China in 2017.However,the government starts late and the whole province not gives enough attention to talents gathering for a long time,as a result,the province lost the initiative for talents.Recent years,the provincial government try to catch up with the developed regions through a series measures and policies for talents,Henan has roughly formed a talents' scale,and high-level talents has increased gradually.As the talents gathering can't accomplished at one stroke,the government still needs a long way to go:the high-level talents gathering too slowly,the policies cover a narrow range,the deficiency of Henan native college graduates' return,the talents service system should be strengthen,the neglect of the cultivation of talents,which lead to the the lack of talents and the serious brain drain.These are mainly due to the imperfection in talent system and mechanism,the lack of carrier and platform for talents gathering,the shortage of investment in human capital,the great disparity in development with advanced regions.The lack of talents has already restricted the economic development,and needs urgent attention of the authority.This thesis bases on Human Capital Theory,the Push and Pull Theory,and Growth Pole Theory,describing the reasons for talents flow and give advice to improve the regional attraction for talents.Finding out the problems and try to analyze the reasons based on the policies of talents gathering in the present.Comparing and absorbing the experiences of talents gathering at home and abroad,and combine with the actual situation of Henan Province,and give certain references with a view on talents introduction work push forward by government.The government may build Henan as a cluster district for talents by perfecting the investment on human capital,building high-level platform,optimizing talents'working and living environment,improving service for talents,encouraging the talents who grow up in Henan to come back,and cultivating industrial groups.The government should try its best to make economic develop by intelligential support instead of the material resources,and make talent aggregation effect works well,and provide a stronger motive force for the further development of Henan Province.
