| During the years,Guangxi zhuang autonomous region and the cities and counties under its jurisdiction have continuously introduced talent policies in order to enhance the talent gathering capacity and promote economic development.Guangxi is located in the southwest and has a weak economic foundation.It mainly relies on government policies to guide high-level talents to gather.The eight-guangxi scholars project,a talent policy with local characteristics in guangxi,has been implemented for nearly 10 years.This research according to the theory of human capital and lewin field theory as the theoretical basis,using the literature material law,engineering talent agglomeration effect of Ba Gui scholars from five dimensions(effects of economy,culture,education,public service,and innovation effect and personal knowledge overflow)and component score evaluation,factor analysis found that after the implementation of policy,regional high-level talent agglomeration effect is improved steadily.In addition,the research calculated the total score of the individual scientific research achievements of 104 bayi scholars in the firstfour batches and made a comparative analysis of the results according to the batches.There is a significant positive correlation between the total score of individual knowledge spillover and the macro effect of high-level talents gathering in guangxi.At the same time,based on the imbalance in the structure of high-level talent team in guangxi and talent agglomeration effect of the external environment problems such as weak and talent incentive mechanism,lack of innovation,put forward and improve the mechanism of guangxi high-level talents converging,optimize the environment of high-level personnel,improve the high-level talent incentive system and so on,to promote guangxi high-level talents converging,intelligence for high quality economic and social development in guangxi. |
