Regional Talent Agglomeration Of Influence Factors And Government Personnel Policy

This paper looks into talents flow with the growth of the industrial cluster under the circumstance of environmental uncertainty. Industrial Cluster is defined as a spatial phenomenon, typical of economic activities, that significant external economy comes into being through saving spatial trade costs and effects of external economy, learning, innovation, brand and advertising. Economic Development zone, a socio-economic phenomenon, generally refers to a special area in which a country or region exercises favorable polices or administrative means to draw external productive factors and boost its economic development. Due to the difference of performance in different, even in the same, economic development zones, talents flow, therefore, constitutes a good perspective for discussing the disparity.From the perspective of cluster growth, the author, starting from talents flow, employs both theoretical and empirical methods to study Wuzhong economic development zone. The paper discusses the specific mode of talents flow with the growth of the industrial cluster, associated factors and government policies concerned.First, by literature review and empirical analysis, the paper summarizes, in detail, the mode of talents gathering and characteristics of talents flow with the growth of industrial cluster and flowingly reveals the rule and the feature of the talents flow.Second, it proposed to use the space as a boundary to divide the flow mode of talents into talents flow both inside and outside the cluster. Then, from the perspective of industrial chain, in-depth analysis is made to conclude the characteristics of talents flow in the four aspects—production, exchange, distribution and consumption. Furthermore, it studied the all-round affecting mechanism under the condition of environmental uncertainty.Third, utilizing the survey data on the Wuzhong Economic Development Zone, it makes an in-depth analysis of associated factors of the talents flow. Then, SPSS Principal Component Analysis is applied to extract the index system for evaluating associated factors of the talents flow, and build an affecting model for associated factors of the talents flow.Finally, based upon the theoretical conclusion, analysis and empirical study, the author puts forward policies for administrating the talents flow inside and outside the industrial cluster and further suggest how the policies can be implemented at different stages of development or under different circumstances.
