During the course of the development of economy in the current world , poverty is always the great problem which has been puzzling the progress and development of all the world .So, anti-poverty becomes an important subject of all nations in the world. China is a developing-country, poverty is also puzzling our nation especially in the stage of economic system transform. The rural poverty has become one weighty factor which has been restricting rural development , the well –being society 's full –scale construction and the city and country 's balanced development. So, studying the rural anti –poverty countermeasure will be important to rural development, the well –being society's full –scale construction and the city and country 's balanced development. The issue of status quo, and the reason of the rural poverty is discussed and the system of educational development as anti-poverty countermeasure is been brought forward .Five parts are included in the principal part of the dissertation . The first part discusses the issue of the definition of poverty and the characteristic of rural poverty .The characteristic of rural poverty in China is analyzed from nation , county and individual three levels . The second part is mainly about the analyses of the reason of rural poverty , such as the low literacy rate of labor force ,the lack of training of peasants ,uncultured value judgement and unhealthy life style ,the progressively –increasing population and so on .These factors are mainly relative to the educational lag . The main problems of education development in rural area is discussed in the third part, which are the low fixed number of year of average acceptance –education of citizen , the lack of educational investment , the lagged development of all kinds of education , the low accomplishment of teacher rank and the faulty institution . Ten countermeasures are proposed in the fourth part to develop rural education and anti-poverty, they are energetically developing basic education, pre-school education , compulsory education,junior school education ,vocational education, adult education in rural area ,increasing educational investment ,optimizing the teacher rank, and plan many education as a whole . The fifth part discusses the condition for education to fight poverty .the development of education itself can't achieve the aim of anti –poverty , it needs other terms , such as the sustaining and stable development of national economic income , the foundation of fair economic institution ,and the optimization of labor force arrangement and so on .
