In the international environment with increasingly fierce competition,education has been attached great importance as it is a significant approach of improving a country's competitiveness.Since the reform and opening-up,with the rapid development of China's economy and improvement of people's living standard,education,especially compulsory education has been taken more seriously.Since the enactment of Law of Education in 1986,great-leap-forward development has been witnessed in the field,and freely compulsory education has been popularized to a great extent and truly realized.Whereas,during the past thirty years,the development of domestic compulsory education has been facing great challenges and difficulties.The inequalities of the access to compulsory education in different regions,as well as facilities,investment,teachers'quality,etc,has become a bottleneck in the development,which demands prompt solutions.Fair compulsory education is one of the important means to coordinate the interests of all social strata,resolve social conflicts and maintain social equity.Scientific and effective allocation of compulsory education resources can directly affect citizens'rights to equal access to education and social equity,and is the cornerstone of strengthening the equity of compulsory education and social equity.The basic connotation of fair development of compulsory education is to gradually balance the layout,hardware,personnel and teachers of compulsory education in the region,optimize the allocation of educational resources and reflect the service and public welfare of education.It was pointed out in the report of the 19thCPC National Congress:in order to give priority to educational development,the educational policy of the party should be completely carried out,and meanwhile the fundamental task of spreading good virtue should be implemented.China also needs to develop quality education,promote educational equity and nurture the builders and successors of socialism with development in all-round way.Thus,to narrow the gap of compulsory education development among all the regions and promote its equity should be give the highest priority in China's educational revolution.The article makes deep discussion and research on the issue of equity of regional compulsory education,by summarizing related researches both from China and other countries,and also by connecting the actual situation and demands of Tongguan district in Tongling.The first part in the article is an introduction of the background and meaning of the research,as well as the present research situations in China and foreign countries.Secondly,it illustrates the definitions of equity of compulsory education and balanced development of it,makes the relationship between them clear and points out the principle to promote the equity of education in both rural and urban area.Then it comes the analysis of the current situation of the development of equal compulsory education in Tongguan district.It points out three good methods on the equity of start,process and result,and it also points out three problems in the developing process.Through analyzing these problems,it is found that the main reasons are about the effects of historical education policies made by the government,the lack of vision of urban planning,the imperfection of supervision and evaluation system and teachers management system.Lastly,solutions and suggestions are made to make contributions to the equal development of the district.These solutions are in terms of these problems,also connecting the actual situation in this area,from the spatial layout of school district,the investment of infrastructure construction,teacher management reform,information construction.Most of the data in this paper are from the 2018 Tongling city education statistical annual report and 2018 Tongguan district education statistical annual report.Due to the author's limited theoretical and practical level,as well as some imperfect data statistics,the omission in this paper is inevitable.I hope all experts and scholars can criticize and correct it.
