For the purpose of building a socialist country with Chinese characteristics better and faster,Communist Party of China and government propose to modernize China's system and capacity for governance.As the center and torchbearer of the whole society,Chinese colleges are supposed to provide theoretical support and action plan for the modernization of China's system and capacity for governance.To take on such historical responsibility,Chinese colleges need to achieve the modernization of their own systems and capacity for governance.National and local governments and colleges continuously implement the power list and delegating more powers,improving regulation and providing better services in the field of tertiary education in order to modernize the governance of colleges.As a result,the autonomy of operation colleges has been implemented accordingly.The internal governance structure of colleges is also becoming more and more reasonable and the capacity for governance of colleges is also improving.In governance of colleges,the governance of secondary colleges is the foundation and realization condition for the governance of the entire colleges.This article sorts out the theoretical foundation of internal governance in colleges.Meanwhile,it makes a detailed discussion based on the learnings from the advanced experience of foreign colleges governance and combination of the inadequacies and the corresponding solutions in the internal governance of the School of Continuing Education of Bengbu Medical College(BMC).Taking the model of the internal governance structure of domestic and foreign colleges and some successful cases as reference and combining with the actual situation of internal governance of the School of Continuing Education of BMC,the article refines a model of internal collaborative governance in the School of Continuing Education of BMC: Establish and improve college regulations and management systems to provide institutional guarantee for internal collaborative governance within the School of Continuing Education;Define the power of the college rationally to ensure the responsibility for governance of the School of Continuing Education of BMC;Improve the internal collaborativegovernance system of in the School of Continuing Education and build a collaborative governance operation mechanism;Develop a governance system with the participation of multi-stakeholders such as teachers,students and alumni.
