A balanced development of education is not only the international trend of educational development, but also the core of educational modernization. This kind of balance should not be an equal distribution of educational resource at a low level; Instead, high-quality educational resource should be shared,namely the balanced development of education at a high level. China has, by now, fundamentally popularized nine-year compulsory education. The booming economy of our society witnesses people's stronger desire for high-quality education. However, as there is a huge gap between the East and the West as well as between cities and rural areas, it is quite challenging to achieve an overall balanced development of fundamental education at a relatively high level. Nevertheless, within a certain region, such as a central city or a district, it is highly possible and realistic to realize the purpose. In a word, the study of fostering a highly balanced development of compulsory education in a certain region is in accordance with the contemporary feature of compulsory education, which will yield important guidance to the balanced development of compulsory education with a high quality.Through the comparative analysis of compulsory education between China and foreign countries, this thesis aims to prove the feasibility of realizing balanced development of compulsory education in a certain region from the perspectives of theory and practice. Meanwhile, with the conditions of running schools, the teaching faculty, the administrative levels, educational quality and educational equality as key points, this thesis also takes a tentative step towards the strategies and methods of fostering a highly balanced development of compulsory education within a certain region through the design of public policy, the formation of its mechanism, the choice of its ways and the confirmation of its keystone, etc. Through an effective policy regulation, we should improve such six mechanisms as the guarantee of education budget, the balanced allocation of teaching staff, the cooperation of high-quality resource, the orderly regulation of students, the assistance of the poor and the supervision and evaluation of schools'performance. Besides, we should take measures to bring the central leading role, typical motivation, cross-school communication, self-motivated improvement and evaluation advance into effect, to narrow the gaps between regional schools of compulsory education and to promote the balanced development of regional compulsory education at a high level.A highly balanced development of education, as a new concept of educational development and an inevitable trend of education, represents the fundamental interests of the overwhelming majority of the people. It pursues students'development and considers educational equality as its nucleus. This thesis also draws implications from the effective practice of Xishan District, Wuxi. The study of the highly balanced development of compulsory education within a certain district is a kind of forward-looking activity. As an advanced region of educational development, Xishan District was the first one to adopt the developmental theory of'a highly balanced compulsory education'and preliminarily established a relatively balanced compulsory education system at a high level, which provides valuable methods and experience for the development of compulsory education across the country. With the expansion and increase of regions which exert highly balanced development of compulsory education, the degree of educational development in Jiangsu Province and our nation as a whole will keep progressing.
