The Influence Of New Rural Social Pension Insurance On Labor Supply Of Elderly And Adult Children In Rural Areas

Due to the rapid development of secondary and tertiary industries,some young rural labor flow into the non-agricultural industries.When they are getting elder,most of them chose to live in hometown and engaged in labor to guarantee their lives."Live and Work" phenomenon is very common in rural seniors.Under the poor health condition,they still need to work in farmland day by day.In order to solve the rural pension problem,Chinese government carries out the pilot work of new rural social pension insurance in 2009.With the constant attention to the Central Document No.1,the implementation of new rural social pension insurance policy reached to an unprecedented scale.The number of the insured increased from 33.26 million in 2010 to 460 million in 2012.Therefore,the effect of this transfer payment policy on farmers has aroused wide attention and discussion.For this policy,it is very important to analyze the significance of its impact on the life of farmers,so as to better guide the development and revision of this policy.At present,the major existent literature use the perspective of macro to analysis the new rural social pension insurance present running status quo and the possible problems.Some of them summarized the policy function of new rural social pension insurance through qualitative research methods.Some studies evaluated effects of new rural social pension insurance on the micro level through the quantitative way,however,most of them have problems such as the weak representativeness and the singleness of data.The purpose of this paper is to analyze the effect of new rural social pension insurance and internal labor allocation for rural households.In this paper,firstly,I sum up the predecessors' research results and define the related concepts,then construct the empirical model based on the family division of labor theory and labor supply theory.This article adopts data of 2011 and 2015 in the CHARLS and turns the cross section data into panel data.I select the old agriculture labor supply,non-farm labor supply,time of taking care of grandchildren,total labor supply,child labor supply as explained variables,and the overall study is divided into two parts,the research of the senior and adult children supplies.At the same time,by using panel Tobit and panel Logistic methods respectively,I try to figure out the relationship between new rural social pension insurance and rural household labor supply.Ultimately,in the light of the empirical results and theoretical analysis,it provides reasonable policy suggestions for the main body and government departments.As following,the main conclusions are:(1)the new rural social pension insurance can significantly reduce the agricultural labor supply time of the senior;(2)there is no significant influence on the time of non-agricultural labor supply of the senior and the new rural social pension insurance,but there is a positive effect between them;(3)the new rural social pension insurance policy can significantly increase the elders' time of taking care of grandchildren;(4)there is no significant relationship between total labor time and new rural social pension insurance,which may be caused by conflict in total labor time;(5)the new rural social pension insurance policy significantly reduces the chances that adult children go out to work in the family,which shows the "spillover effect" of the new rural social pension insurance.Consequently,for the beneficiaries of new rural social pension insurance,the participation of new rural social pension insurance should be increased and the advantages of it should be promoted.For the government,they should increase the publicity of the new rural social pension insurance policy.Also,the government should properly improve the basic standard of the new rural social pension insurance,which gradually optimizes the life of peasants.
