Study On Social Work Intervene Subsistence Allowances Of City

This rescarch adopts the method of qualitative research,and selects salvage project of Z district,Guangzhou as the research object,field investigation and study.Salvage Project of Z disctirct,Guangzhou is the first social work service project for subsistence allowances group.There is a bigger room for social work intervene subsistence allowances of city when the project is developing,and it meets the Measures for the Verification of the Economic Status of Households in Guangzhou.In the chapter 1 states the research significance and the point by summarizing the current study.The chapter 2 introduces the article's theory foundation-welfare pluralism theory.The chapter 3 firstly analysises China's development of subsistence security system goes through three stages: brewing,establishing and improving.The development characteristics are from unifield relief to classified refief,from basic living assistant to comprehensive assistant,form ignoring the functions of community to paying attention to the functions of community.However,there is a disadvantage occurred while developingdifficult to solve their own problems.They need the power of third party intervenes.The second half of the chapter 3 sorts out the development context and characteristics of the field of Guangzhou social work intervenes subsistence allowances of city.Finding out that it experiences the stage of spontaneously providing service to the stage of specific service.The method of intervening is from providing the single service to evaluating the subsistence allowances.The changes are not only enriching the useful of social work in China,but also providing the a valuable experience for the integration and exploration of social work and subsistence allowances of city.The chapter 4 summarizes the challenges faced via sorting out the material and the social workers of the Z district salvage project.These challenges are the professional level ability of social work can not respond the complicated benefit issue durig the subsistence allowances;The lack of community resource can not effectively respond to variety needs of low-income families;The outdate concept would not guide the professional action well.The following chapter 5 illustrate with examples as the practical experience of the social work for subsistence security in Hong Kong,Taiwan and America.The chapter 6 replies the challenge strategy of chapter 4,they are improving the ability of social work by professional pathway;improving the ability of resource integration by socialize pathway;confirming the development of social work intervene subsistence allowances by r egulatory pathway.
