Practice And Exploration Of Social Work Intervention In Subsistence Allowance Assistance From The Perspective Of Social Quality

With the continuous improvement of the national economy,the low-income group has been highly concerned by the society,and social policies have been issued continuously.The state has established the basic institutional framework for the assistance of the poor group,but the assistance system for the subsistence group still needs to be built.The social work service project of subsistence allowance group studied by the author is based on this background,hoping to improve the social quality of subsistence allowance objects and achieve the goal of constructing the assistance system of subsistence allowance group through the promotion of social work project.Social work intervenes in the service of subsistence group,pays more attention to the improvement of social quality of subsistence group,thus promoting the establishment of subsistence group support system.This study explores service paths from four dimensions of social and economic security,social cohesion,social inclusion and social empowerment from the perspective of social quality,aiming to explore how social work can intervene in subsistence allowance assistance from the perspective of social quality.This research adopts literature method,interview method,participatory observation method and questionnaire method to take the subsistence allowance recipients and social work service projects in Y District of Liuzhou city as the research objects.It is envisaged that social work intervention will be carried out from four dimensions of social economic security,social cohesion,social inclusion and social empowerment under the guidance of social quality perspective.At the level of social and economic security,it is analyzed that the demand of subsistence allowance objects is the demand of policy understanding,and the intervention method focuses on advocating the improvement of policy and the propaganda of subsistence allowance policy,which not only improves the institutional guarantee of subsistence allowance objects,but also improves the awareness of subsistence allowance objects to the policy.In terms of social cohesion,attention should be paid to the trust degree,division of labor and communication of subsistence allowance recipients’ family members,as well as the connection between subsistence allowance recipients and social organizations.Supportive and adaptive group work should be carried out to build a family support system and social support network for subsistence allowance recipients.In terms of social inclusion,a good institutional environment should be created to support subsistence allowance recipients to have equal social rights,such as employment and work,and ensure fair distribution of social resources.In terms of social empowerment,we pay attention to tapping the potential of subsistence allowance recipients and improving their self-awareness.The research involves from four levels,and discusses the applicability and limitations of social quality perspective in the recipients of social work intervention subsistence allowance through the analysis of social work intervention assistance projects.Guided by the perspective of social quality,the project summarized five service experiences of social work’s intervention in subsistence allowance assistance.One is to improve the service mechanism and system,advocate the subsistence allowance policy that combines material assistance with service-oriented assistance,and construct the social and economic security of subsistence allowance assistance from the perspective of policy system and mechanism.Second,build a "network" cooperation platform to attract the participation of social forces,promote a social environment conducive to the equal right of subsistence allowance recipients to development,and promote social inclusion of subsistence allowance assistance.The third is to accurately identify and classify assistance,build social support system and family support network for subsistence allowance recipients,and use service-oriented assistance to enhance social cohesion of subsistence allowance assistance;Fourth,improve recipients’ sense of responsibility,enhance their subjective initiative,tap their development potential,and realize social empowerment of subsistence allowance assistance.Fifth,strengthen the professional ability and professional service consciousness of social workers.The study found that social work intervened in the services of subsistence allowance groups,using four dimensions from the perspective of social quality:Social economic security,social cohesion,social inclusion and social empowerment,can effectively build the social work intervention threshold support system,the structure based on the construction of social and economic security,so as to promote social cohesion as the means,to promote social inclusion for power,in order to realize social empowerment as the target of intervention paths,omni-directional,further enhance the social quality of low group.
