Research Of Social Work Intervention On Employment Promotion For People Living On Urban Subsistence Allowances In Inner Mongolia

The urban subsistence allowance system is an important system that can guarantee the minimum living standard of urban residences, maintain the vital interests of the public and promote the social harmony and stability. For more than two decades of development, the urban subsistence allowance has obtained remarkable achievements. As the“last safety net” guaranteeing the life of poor urban residents, the implementation of urban subsistence allowance system is of great significance.In 1999, Erdos established the urban subsistence allowance system,requiring all banners to enhance the attention and support to the poor in cities. In the same year, Dalate Banner formulated the urban subsistence allowance system by combining the local condition. With the constant perfection and development of the urban subsistence allowance system,both the amount and related relief welfare have been improved greatly,and the living standard of the poor is also improved. In order to respond to the state call of “trying the best to help those who are in need”, Dalate Banner expanded its guarantee scope of urban subsistence allowance system and covered more people. However, defects of the system have been exposed constantly, for instance, some people living on minimum subsistence allowance lose initiative in employment, and even give up the employment, just by relying on the allowance. It cannot help them to get rid of poverty, but increases the financial burden of the government constantly instead. In order to help those who are in need thoroughly and get rid of poverty, the only way is to promote the employment positively.Therefore, it is necessary to study the employment promotion for those living on the subsistence allowance without a job. In this paper,labors living on the subsistence allowance without a job in Dalate Bannerof Erdos are employed as the research targets, and investigations are carried out for looking into the living status of those receiving the allowance and the subsistence allowance policies of Dalate Banner.Reasons for the unemployment of those in need of help but without a job are analyzed by combining the practical situations with such methods as the interview and questionnaire statistics, and meanwhile, the function of social work policy influencer is fully developed through the involvement of subsistence allowance policies, work and people living on subsistence allowance, for guiding the reasonable refinement of the subsistence allowance policies; give full play to the role of social work administrator,and promote the formulation and implementation of social welfare policies through the social welfare and practical work administration, for providing professional assistance to people living on the subsistence allowance without jobs and conducing effective control, and promoting the further progress of the work related to the subsistence allowance.Help people living on the subsistence allowance to get rid of the inferiority psychology, set up correct employment attitude, expand the social network through such roles as the curer, supporter, and guider, so as to help them to integrate into the society, realize the employment, get rid of the subsistence allowance system and support themselves through employment.This research aims to provide beneficial references for refining the urban subsistence allowance system and promote the employment of people relying on the subsistence allowance system in Dalate Banner, so as to promote the long-term effective development of the urban subsistence allowance system in Dalate Banner.
