Research On The Efficiency Of Research Funding In Liberal Arts Colleges

As the report of the 19th national Congress of the Communist party of China puts forward:“innovation is the first driving force for development,the strategic support for the construction of a modern economic system”,”science is the core of combat”.The government has paid more and more attention to scientific and technological innovation,and the investment in scientific research has increased year by year.Recently,the universities,as vital centers of scientific research,has got more and more fund.So it has become hot issue that how to maximize the benefits of the scientific research fund in universities.In the background of”to streamline administration,delegate powers,and improve regulation and services”,this article,in the case of W university,has analyzed the research fund investment situation,the research project data as well as the research project management process in W university.By using the theory of multi-department cooperation,the output-input theory,and performance management theory,the paper studies the problem that the ratio of input and output of scientific research is very unmatched in W university,and proposes some measures to improve the efficiency of the use of scientific research funds,and enhance the enthusiasm of scientific researchers.In order to further improve the use efficiency of scientific research funds,we must strengthen reform and innovation.Firstly,we must implement the policy---to streamline administration,delegate powers,and improve regulation and services(???):We must have the courage to delegate power,and to delegate reasonably and legally;we must manage the delegated power optimally,can not delegate to mess,can not manage to lifeless;we must improve services.Secondly,we must strengthen the communication between the scientific research management departments and establish a comprehensive information platform.Thirdly,we must attach importance to budget management and strengthen performance appraisal mechanism.
