| Improve the scientific research level of universities can not only cultivate high-level talent, improve the teaching level, also can contribute to social output of scientific and technological achievements. In recent years, the source of the scientific research funds in universities gradually tend to be diversified, the income of scientific research funds in universities increases with the total income, so develop the using benefits of scientific research funds in universities, build a targeted scientific research funds using benefits evaluation system, play a great role in promoting scientific research of universities.This article is started from the using situation of current scientific research funds in universities and the problems in the use of scientific research funds. Then make a comprehensive research of university scientific research evaluation system, pointed out that the use of scientific research funds in universities should include scientific, economic, and social three aspects of content, using analytic hierarchy process to determine index weight, build natural science and the humanities social science research fund using benefits evaluation system. Natural science evaluation system consists of22major indicators, humanities and social sciences evaluation system includes20major indicators. Then select a university as the research object of empirical study, pointed out that the problems of using scientific research funds, and to give objective and comprehensive measures. The main contribution of this paper is divided the using benefits into scientific, economic and social benefits, and building natural science evaluation system and the humanities social science funds evaluation system, using different indicators to measure, aims to explore the using benefits of different scientific research funds from different aspects, comprehensively discusses the current scientific research funds in universities if there are problems of low efficiency existing in the use. |
