Research On Public Nrsery Service Supply From The Perspective Of Inclusive Welfare ——Take Xiaoyi City As An Example

With the continuous development of my country’s economy and the implementation of the policy that a couple can have three children,families have increasingly strong demand for childcare,but the supply of public childcare services is insufficient.The shortage of supply makes the whole society pay more attention to the development of public nursery services,and the voice for the government’s participation in providing public nursery services is getting louder and louder.Guided by the theory of welfare pluralism,the theory of new public services,and the theory of 4C.This paper,through the methods of questionnaire survey and field interviews with relevant subjects,combined with the actual situation of the development of public childcare services in Xiaoyi City,collects and analyzes the public services in Xiaoyi City.Various related materials of childcare services,and detailed analysis and research on the supply and demand status of public childcare services and the factors that affect the supply of childcarein Xiaoyi City.Various related materials of nursery service,carry out detailed analysis and research on the current situation of supply and demand of public nursery service in Xiaoyi City.By comparing the supply and demand situation,it is found that there are many problems in the inclusive supply of public childcare services,which are manifested as:prominent contradiction between supply and demand,unbalanced supply of public childcare service institutions,large shortage of professional talents in the childcare service industry,and insufficient community childcare strength.Due to the imperfect laws and regulations related to public nursery services,incomplete supporting policies,imperfect management systems,and insufficient understanding of public nursery services,the supply-side problem of public nursery services in Xiaoyi City is caused.Therefore,according to the investigation,suggestions are put forward for improving the supply of public childcare services in small and medium-sized cities from the following aspects: strengthening top-level design to provide institutional guarantees,diversified development to meet childcare needs,establishing an all-round supply network,building a multi-party coordination and participation mechanism,strengthening Talent team building.This paper studies and analyzes the supply and demand of public childcare services for infants and young children aged 0-3 in Xiaoyi City from the perspective of inclusive welfare.It is of great significance to solve the difficulties of developing public childcare services in small and medium-sized cities represented by Xiaoyi City.It also has a certain positive significance for promoting the implementation of the national three-child birth policy.
