Study On The Mechanism Of Promoting The Transformation Of Scientific Research Achievements In Universities

Scientific and technological innovation is a strategic support to improve social productivity and overall national strength.Universities are important output subjects of scientific and technological achievements,but the current transformation mechanism restricts the transformation of scientific and technological achievements from universities to practical productivity to a certain extent;perfecting the transformation mechanism of scientific and technological achievements in universities not only helps to promote the development of the national economy,but also drives innovation-driven strategies.Implementation is also conducive to the realization of the university mission and its own value.This paper uses the methods of literature and data analysis to find the literature and data related to the transformation of scientific and technological achievements in universities,summarizes the current status and problems of the mechanism for promoting the transformation of scientific and technological achievements in universities,and refers to the relevant experiences of developed countries in this field.And it believes that the transformation of scientific and technological achievements in universities in China mainly involves the following problems:inadequate communication and cooperation between participating parties;imperfect evaluation mechanism;insufficient funding support and unreasonable proportion of funding at each stage;insufficient incentives;the lack of professional departments or the degree of specialization is not enough.Regarding the issues above,this article makes reference to the successful experiences at home and abroad,and comprehensively analyzes the internal factors and external factors that affect the transformation of scientific and technological achievements in universities,in order to find ways to simultaneously exert the positive influence of internal factors and external factors.At the same time,it analyzes the constraints on the transformation of scientific and technological achievements in colleges and universities at various stages,seeks ways and means for each participating body to exert influence more effectively at different stages,and strengthens the links between stages.From the perspectives of the transformation process and the participating entities,the system of achievements transformation and promotion mechanisms was constructed,involving communication and exchange mechanisms,multiple evaluation mechanisms,safeguard mechanisms,supervisory review mechanisms,incentive mechanisms,and regurgitation mechanisms.At the same time,this paper puts forward suggestions for the construction of mechanisms for promoting the transformation of scientific and technological achievements in universities:Improve the environment of universities scientific and technological achievements;strengthen the multi-dimensional exchanges and cooperation among major parties of transformation;optimize the assessment system;and increase the incentives for participating in scientific and technological transformation staff;establish a multi-channel funding system and build a multi-dimensional support system.
