Secondary vocational education has the dual nature of general education and vocational education.As the basic organizational unit of secondary vocational schools,teaching and research section shoulders the teaching and research of relevant professional courses.The construction of teaching and research organization is the guarantee of improving teaching quality,realizing teachers' personal professional development and improving the comprehensive school-running ability.However,the transformation of social industrial structure has put forward new requirements for Vocational education.The contradiction between secondary vocational education and enterprise needs makes the reform of teaching and research organization construction imminent.Management by objective was put forward and perfected by American management psychologist Peter Drucker.It was first applied in enterprises.After the achievement of economic and social benefits,it was paid attention to by school administrators and applied to school teaching work.Theoretical analysis and practical exploration have also been made in the field of teaching.Some achievements have been promoted.As the first frontier of teaching work,teaching and research section is a professional team composed of teachers of the same subject.The internal goal is the professional development of teachers.The external goal is to improve the teaching effect and improve the quality of school running.And operability.Management by objective can use systematic management theory knowledge to analyze the connotation and function of teaching and research organization construction from the perspective of organizational structure theory,presenting a "people-oriented" modern management model.Management by objective advocates the consistency of teachers'vision with the objectives of the teaching and research section,stressing personal self-control,scientific assessment and incentive,attaching importance to teaching results,emphasizing teaching effectiveness,realizing the deep transformation of the teaching and research section from the inside to the outside,and providing us with a new research perspective and practical ideas for thinking about the reform and development of the secondary vocational teaching and research section.The purpose of this study is to learn from the theory of goal management,to explore the construction of secondary vocational education research section,and to management by objective as a starting point,innovative teaching research section reform strategy,in order to solve the current teaching research section construction and development of the actual difficulties faced by providing useful guidance.In order to achieve this goal,this study,based on the logic of theoretical analysis and empirical research,comprehensively uses questionnaire survey,interview,data collection and other research methods to carry out research on related issues.First of all,standing at the height of historical development,on the basis of a comprehensive survey of the emergence and development of the teaching and research section,this paper defines the teaching and research section by using the organizational system and the curriculum settings of secondary vocational schools,clarifies the structure settings of the teaching and research section,and analyzes the teaching research,teaching guidance,teacher training and administrative affairs of the teaching and research section.Functions such as association management.On the basis of analyzing the significance of management by objectives,this paper expounds the internal logical relationship between management by objectives and teaching and research section,and probes into the possibility and feasibility of improving the reform strategy of teaching and research section with the theory and practice of management by objectives.Secondly,through self-compiled questionnaires,interviews and consulting the Handbook of the head of the teaching and research section,this paper investigates and analyzes the development of the three levels of the management of the teaching and research section,and proceeds from the theory of goal management,analyzes the randomness and ambiguity of the teaching and research activities behind the phenomenon,the lack of the management ability of the head of the teaching and research section,and the teaching and research section.Lack of enthusiasm and so on.Finally,based on the theory and practice model of goal management,this paper puts forward some strategies for the construction and reform of teaching and research organization:systematically understanding the application of goal management in the construction of teaching and research organization;improving the management ability of teaching and research section leaders;stimulating teachers' working enthusiasm and arousing teachers' sense of responsibility by internal and external driving.
