Grass-roots teaching and research section (TARS) is the school's basic unit in an ordinary senior high school, and is for a teacher to develop their methods of teaching, interactive community. We concern about education, and at the same time we can in no way neglect to research TARS. Especially as the principle of long-life learning and the whole person education is commonly accepted and deepened, what Research-Based Learning met with embarrassment on the basic level of teaching and research makes us aware of that the educational principles of teachers are not only behind the times but also full of the utility. We should be more aware that the TARS which has got the control, management, even living the pass shine on teachers has had deep and heavy disease of tool reasonableness. So it is very necessary to research and remodel about TARS.launch the research from two angles about the teacher individual demand and organization theories. First of all the TARS is a kind of political organization of education; the next in order is a specialorganization of education --profession and learning organization inwhich teachers can teach the others and teach themselves. Aiming at that the current TARS simply concern how to solve problems without bringing up and definition, this research brings up assumption that we should construct the flexibility TARS in which the worthy reasonableness occupies the predominant position in the ordinary senior high school--current TARS has already been assimilated by bureaucracy system; itcan simply offer very limited work inducement (material sign) with causing single wining competition to teachers; but the flexibility TARS can offerunlimited work inducement to the developing typical teachers--the truthof teaching and research and the spirit of learning.1 has drawn up two questionnaires about the present condition and expectation of teachers for detailed researching the TARS, and inquired all teachers in one province-class senior high school in ShanDong. By investigating with getting involved research, I consequently discovers that all teachers have high expectation to flexibility TARS . Individual index exists showing the difference sign on" teaching age " or "profession rank". It can be explained by teaching experience. The mindset of teaching and research is changing gradually. The discovery after present condition investigation is that teachers dissatisfied highly to current TARS .Through the factorization analysis, I came to a conclusion : current TARS's surface layer construction is bureaucracy system ,while inner layer construction is household character consciousness; most of the teachers have the mindset of stronger utility on the teaching and research. These results have basic fit together with the same kind research.Suffering above consequently inspiration, I believe it is impossible to eraser current TARS at the circumstance in a short time. However, we can construct flexible TARS when current TARS is existing, and make use of the flapping of information to promote the teachers who develop from existing type to developing type in the flexibility TARS , to format developing typical teacher with the " religious personal morals" from teaching and research .Along with the development of education , the flexible TARS will take the place of current TARS in the end and become the substantial guarantee of China education development.
