Teaching and Research section in China is developed by the Soviet model in the 20 th century and in use today, it is the institutions of higher learning in the teaching and scientific research units at the grass-roots level, the teaching reform of colleges and universities, discipline construction, curriculum development, as well as the scientific innovation plays a basic role. Today, most with the teaching and research section of the undergraduate course colleges and universities are still continue to use the 50's three-level management mode, namely the school, school(department), teaching and research section, this management mode need to teaching and research section can give full play to the basic function and role, and to better serve the courtyard(department) and even the whole development of colleges and universities. Teaching and Research section of universities, along with the development of the popularization, however, the function status of decline, its function and role of teaching and scientific research has been weakened, more and more problems began to emerge. A local undergraduate University(In this paper, A University) teaching and research section as the research object, from the perspective of incentives based on the current situation of the construction of college teaching and research section, by stimulating the teachers' behavior motive, improve the teaching and research section of internal and external environment, improve the enthusiasm of teachers participate in the work of teaching and research section, inject vitality to the development of teaching and research section, in order to build more accords with the practice of teaching and research section of management mode, to further optimize the construction of teaching and research section for undergraduate course colleges and universities of our country.Main structure of this article are as follows: first, analyze the status, function and role of teaching and research section, reshape the teaching and research section in importance in the development of undergraduate course colleges and universities. Second, through the survey of the whole situation of A university teaching and research section, know A university teaching and research section of the Settings, teachers' work situation and the existing management system. Third, through the analysis of the questionnaire data, to stimulate the point of view, from the aspect of teachers' personal and environment of the teaching and research section level analysis of the factors which restrict the development of the undergraduate course colleges and universities teaching and research section. Fourth, based on the incentive perspective, will improve the measures of the construction of the undergraduate course colleges and universities teaching and research section is divided into two aspects, both based on teachers' intrinsic demand, and to improve teaching and research section of internal and external environment, to form a reasonable and effective teaching and research section construction way.
