The report of the 19th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization.Among them,solving the problem of“agriculture,rural areas and farmers”is the most important issue.The three rural issues are intertwined.The development of rural areas and agriculture has a strong influence on rural population movement.At the same time,the rural labor force cannot promote the development of rural areas and agriculture.The report of the 19th National Congress pointed out that the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate imbalances.The transfer of rural population to the city is a reflection of the rural residents'pursuit of a better life,which leads to the“hollowing”of the rural population,which further hinders the development of the three rural undertakings.Secondly,Hubei is a large province in the central part of China.The Jianghan Plain is also a major grain producing area in China,and it has a prominent position in the strategy of the rise of the central part of the country.Therefore,under the new situation,it is necessary to discuss the influencing factors and governance of the“hollowing”of the rural population in Hubei Province.This paper is based on Marx's theory of urban-rural integration theory,western regional theory,population-transfer-pull theory and the theory of three-agriculture,and summarizes the previous studies on the"hollowization"of rural population and the transfer of rural surplus labor.From the four aspects of government policy formulation,public product supply,rural economic development,and farmers'own pursuit,land system,household registration system,family planning system,educational resources,medical resources,primary industry development,mechanization level,agricultural informationization level,farmers Ten indicators of economic returns and rural modernization level are used as reference for empirical research.The level of agricultural informatization is a factor rarely studied by the predecessors.The model of“Internet +agriculture”can promote the integration of tertiary industry and improve the level of agricultural informatization.Accelerate the economic development of rural areas and agriculture,and promote the return ofrural population.Through empirical research,we can see that the rural land reform system has a positive effect on the“hollowing”of the rural population.Therefore,we should accelerate the pace of reform and deepen reform measures.At the same time,the huge differences in the development of urban and rural economy and infrastructure have made rural residents more and more interested in urban life.Improving rural infrastructure,accelerating agricultural development,and balancing urban and rural public resources are the basis for raising farmers'income and returning the population.
