At present,China has entered the crucial period of building a moderately prosperous society in all respects.In the 19 th CPC national congress report and the central economic work conference,the implementation of the "rural revitalization strategy" has been emphasized many times as a fundamental measure for the modernization of agricultural and rural economic development.The major policies put forward by the central government of the communist party of China for many times fully reflect the importance our country attaches to the development of agriculture and rural areas,and rural development has ushered in new opportunities.However,in order to solve the problem of rural reform,the key to the development of rural economy still lies in the cultivation of talents and the accumulation of human capital.At present,China's rural surplus labor transfer population has a low level of education,many of the labor force can only be engaged in simple physical labor work,resulting in transfer employment difficult,transfer low wages.The shortage of human capital stock seriously hinders the effective transfer of rural surplus labor and the stable development of rural economy.As the key to promote rural development and achieve economic breakthrough,the influence of rural vocational education is beyond doubt.Therefore,through the discussion of the interaction between rural vocational education and rural surplus labor transfer,it is of great significance to promote the effective transfer of rural surplus labor.In order to solve the current problems of "agriculture,rural areas and farmers" in China,this paper firstly studies the current situation,characteristics,existing problems and the development status of rural vocational education in China's rural surplus labor transfer,and finds that the total number of rural surplus labor force,and generally low education level is still the main reason to limit its transfer employment level.Then through the theoretical analysis of the relationship between rural vocational education,human capital accumulation and rural labor transfer,the conclusion is that rural vocational education has an impact on the promotion of rural labor transfer.On this basis,based on the data of the scale of rural vocational education and the number of rural surplus labor transfer in 30 provinces over the past 15 years,the granger causality test model was selected for empirical analysis,and the conclusion was drawn that there is a two-way interaction between rural vocational education and the transfer of rural surplus labor.Namely,the scale of rural vocational education promotes the transfer of rural surplus labor force;The transfer of rural surplus labor force also promotes the expansion of rural vocational education.Finally,based on the analysis,this paper puts forward specific countermeasures and Suggestions on how to develop rural vocational education and promote the smooth transfer ofrural surplus labor force from the government and colleges.Colleges and universities should reform the content and mode of education,realize the integration of production and education,improve the quality of education,expand the scale of vocational education,and make full response to the diversified and multi-level needs of the labor force after the transfer.
