2020 was the decisive year for China to achieve poverty alleviation in an all-round way.As the same time to eliminate absolute poverty,our country starts to find a way which can consolidate and expand poverty alleviation efforts in tandem with rural vitalization.This process is accompanied by the widening of income differentiation between urban and rural areas,so how to improve the income of rural population has become an important issue.By promoting the transfer of rural labor to employment,It is beneficial to improve the income of the rural population and the development of rural vitalization in the next step.Luding County,once a typical deep poverty area,now has completed the historical mission of poverty alleviation,and has successfully entered the transitional stage of targeted poverty alleviation and rural vitalization,Facing the test of rural labor transfer and employment.In the process of work,there has been problem such like the scale of labor transfer and employment is not large enough,the structure of transferred employment is single,the quality of transferred employment is low.To solve these problems,there is an urgent need to proceed from a macro and micro perspective,formulate targeted and operable countermeasures for the transfer and employment of rural labor,so that we can help rural people increase their income and get rich.Based on the questionnaire survey of once poor villages,by visiting human resources and other relevant departments and conducting interviews,analyzing Lewis’ s "dual economic structure theory",and public goods theory and poverty alleviation related theory,based on the views and opinions of scholars at home and abroad on the transfer and employment of rural labor and employment poverty alleviation,to analyze the current situation of rural labor transfer and employment in Luding County.This paper mainly expounds the employment structure of rural labor in Luding County,the access to employment information,and the government’s guidance to the transfer of rural labor,from three aspects: the scale of rural labor transfer employment in Luding County is not large enough,the structure of transfer employment is single,and the quality of transfer employment is low,focuses on the main problems existing in the transfer and employment of rural labor in Luding County.At the same time,according to the causes of these problems,this paper put forward the countermeasures to solve the problem of rural labor transfer and employment in Luding County,as to expand the scale of rural labor transfer employment,optimize the structure of rural labor transfer employment and improve the quality of rural labor transfer employment.In conclusion,I hope that through the research of this paper,specific and feasible operation ideas for the transfer and employment of rural labor in Luding County could be provide.Based on Luding County,promote the transfer of rural labor to employment,adhere to the concept of sustainable development,strengthen the awareness of ecological protection,strengthen the construction of ecological civilization,and realize the high-speed and high-quality development of county economy.
