With appealing for educational fairness and pursuit of educational quality,it has become an important subject of preschool education reform in China in recent years.Since it was proposed,private kindergartens of inclusive nature have a sacred mission to serve the children of vulnerable groups in China,in order to protect the rights of vulnerable children to receive preschool education on an equal footing,and promote the fairness of the starting point of life.In the realistic context,it is not only the combination of formal "universality" and "private kindergarten",but also the contractual relationship between the "public interest" represented by the "government responsibility" and the "private interest" represented by the "private kindergarten".The inclusive policy drafted by the central government and then refined by local governments is the nutrient for the implementation and germination of inclusive private kindergartens.This study used literature,questionnaire and interview methods,on the basis of combing the macro policy system of inclusive education,it analyzed the formulation and implementation process of the policy "identification and management measures for developing inclusive private kindergartens in Yaodu district",in order to explore the support and help provided by the district-level government for inclusive private kindergartens.The educational development of Linfen city and Yaodu district in Shanxi Province is the general environment of the policy and it is done in the small place of the kindergarten.Through the theoretical research and field investigation,it found that policy of the Yaodu area runs slowly,the government names inclusive private kindergarten with positive objective responsibility,and help inclusive private kindergarten with subjective liability,and private kindergartens are in striving for the state of the survival and the development,and looking forward to the government to throwing out the "olive branch".At present,the reasons for the dilemma of the inclusive policy in Yaodu district are as follows: decentralization of education finance and preference of public expenditure structure in basic education;anomie of government behavior and inconsistency in policy-making orientation of preschool inclusive policy;maladjustment of market and drift of parental concept.In order to promote the better operation of inclusive policies,we should enhance the value of inclusive policies,improve the environment of inclusive policies,improve the content of inclusive policies and improve the process of inclusive policies.
