In recent years,in response to the ever-changing international economic situation and the promotion of market economy development,China has shifted its focus from the pursuit of development speed to the pursuit of quality and efficiency,focus on improving the industrial structure,implement supply-side reforms,and transform the mode of economic growth.In this period,how to give play to China's human resources advantages,improving the increasingly severe employment situation,optimizing the employment system,laying a good institutional foundation for the rapid and good development of Chinese enterprises has become a key issue to be studied urgently.The development of the part-time employment system has adapted to the diversified employment needs of modern enterprises,reduced labor costs and provided a richer and more diverse job.However,in the process of rapid development,many problems have also been exposed,such as labor disputes occur frequently.So how to improve this employment system through sound legal norms,safeguard the tangible benefits of workers and reduce labor costs has become the focus of this article.This article has studied the relevant literature of the "part-time employment system" in detail,and has in-depth understanding of the research results of experts and scholars from around the world on this topic.The article finds that there is a series of legal risks in the current employment system in China.After in-depth analysis,the main reasons are:the establishment of labor relations,the lack of effective constraints on the norms,the unsound working hours,the imperfect salary standards,and the imperfect social insurance regulations.On this basis,this paper proposes effective solutions to the problem.It is to improve the employment system by strengthening the constraints of establishing and releasing labor relations,improving working time norms,improving salary norms,optimizing social insurance norms,and solving a series of legal risks in the process of practice.With the continuous improvement of the legal norms of the part-time employment system,its advantages will continue to be prominent,and it will become an inevitable choice for optimizing resource allocation,developing human resources value,and stimulating the vitality of enterprises.The coverage of the part-time employment system will range from current labor-intensive industries and low-income jobs to technology-and resource-intensive industries and high-income jobs.Part-time workers in the employment system will also develop from low-skilled people with relatively poor employability to high-skilled and highly skilled people.The part-time employment system will eventually develop into one of the most common forms of employment.
