Study On The Equalization Of Teacher Resource Of Compulsory Education Within The County

The process of overall planning for urban and rural areas is essentially a readjustment of benefit. In the experiment of overall planning, people's government of the Chongqing municipality pays special attention to the education, and set it in equally important position with housing problem, registered permanent residence, employment and medical insurance. Its basic objective is to realize the fair allocation of the education resources between urban and rural areas. In this allocation, faculty resource is the most important factor, so it has corresponding theoretical and practical significance to research into the fair allocation of faculty resource in compulsory education stage within a county.By the integrated application of documentary study, survey and comparison method, this thesis analyses and then presents the theoretical foundation for the fair allocation of faculty resource in compulsory education stage within a county. And it also researches into the evolvement of the government responsibility in this allocation, and then determinates the county government's responsibility, ability, role and status. This thesis chooses certain county in Chongqing as the study subject, analyses the problems in this allocation and according reason, then proposes effective countermeasures and suggestions in consideration of the county government's ruling ability to promote the balanced development of faculty resource within a county. Also it probes into the China's overall allocation of faculty resources from a perspective of one county.According to the actual situation of compulsory education in this county, it proposes five suggestions, including determining government responsibility, setting up allocation mechanism of the faculty resource, sharing faculty resource and so on.
