At the end of 2015,the State Council announced the "Double First-Class" initiative.In the period that followed,the state has successively issued a series of supporting policy documents to guide colleges and universities to carry out "double first-class" construction.In 2017,the Ministry of Education,the Ministry of Finance,and the National Development and Reform Commission formally confirmed and announced the list of "Double First-Class" initiative.Among them,the construction of high-level talents in colleges and universities is the core issue of research related to higher education and college development in this context.The "double first-class" strategy clearly requires that colleges and universities need to introduce a group of top scientists,discipline leaders and innovative capabilities team.gathers the world's top talents and strengthens and supports the construction of universities and disciplines through highlevel talents.For colleges and universities,whether it is the development of the school itself or the road of building first-class disciplines and first-class universities,the construction of high-level talents is the most important part.This article mainly uses the interview method and case analysis method to clarify the internal logic of high-level talents and double first-class construction,discuss the role of high-level talents in the construction of "double first-class",and sort out the current status of the construction of high-level talents in H University.In the process of building its high-level talent team,the existing team structure is irrational,the training capacity is insufficient,the pressure of loss is facing,and the degree of internationalization is low.Combined with the actual investigation,the problem was analyzed and discussed,and the reasons for the problem were analyzed in terms of geographical location,weak ability to attract talents,single introduction method,weak training links,and optimization of evaluation mechanism.In view of the above research findings,combined with the existing development experience,it is proposed to strengthen the top-level design,clearly clarify the accompany goals,improve the high-level talent training system,innovate the high-level talent evaluation system,improve the incentive mechanism,and establish and improve the high-level talent team support system And other suggestions.Only by grasping the key issue of building a high-level talent team can we better carry out the construction of world-class universities and world-class disciplines and realize the great dream of "double first-class".
