This paper takes the "Young people Plan" policy of several colleges and universities as an example to explore and analyze its basic policies and the related problems existing.First of all,this paper mainly analyzes the basic policy of "young people" from the following aspects:The policy text analysis of the "Youth Thousand Plan" of colleges and universities in different regions,the analysis of the policy implementation of the "Youth Thousand Plan" and the evaluation of the policy by the introduction and introduction of the "Young people plan" policy.Among them,the policy implementation of the "Youth Thousand Plan" focuses on the comparison of the intensity of the introduction of "young people" talents in different regions and colleges and universities at different levels.And this paper also through interviews with the"Young people Plan" policy and the introduction of the participants to learn about the implementation effect of the "young People Plan" policy.Secondly,this paper also discusses the problems existing in the policy of "Youth thousand people Plan" through induction and summary,which are mainly divided into the problems existing in the policy text and the problems encountered in the process of implementation.The problems in the policy text mainly include the exorbitant price of employment offered by some colleges and universities to "young people",which leads to the competition of vicious talents among colleges and universities,the excessive attention paid by colleges and universities to high-level talent titles,and the lack of policy support for many colleges and universities on the enrollment index of "Young thousand people" team."The problems existing in the implementation of the youth Plan "policy include the slow implementation of the relevant supporting facilities and the slow issuance of the funds for talent subsidies." In addition,in the implementation of the "Young people Plan" policy,the "youth thousands" of talent flow is further unbalanced.Finally,the relevant recommendations and measures are made in the light of the problems existing in the above-mentioned "young people's plan" policy.First of all,colleges and universities should reasonably treat the high-level talent title to create a good competitive environment for talent competition,and secondly,colleges and universities should provide the policy tilt on the enrollment index for "Young thousand people".Thirdly,in order to solve the problem of slow implementation of related supporting facilities and slow issuance of talent funds,colleges and universities should strengthen the supervision of the implementation of facilities and refine the implementation criteria in order to improve the functions of subordinate institutions.Finally,the most important point is that the state,universities and the individual level should strive to improve the rationality of the flow of talent.
