The healthy development of human is an important prerequisite for its impact on life.Childhood is an important stage of development of health.For children with disabilities,the healthy development in childhood is especially important for them.The participation of children with disabilities in community-based physical activity will help them to be inclusive into society and enjoy the equal benefits with children without disability.Based on the theoretical analysis of policies related to community-based physical activity for children with disabilities,this study ensures the roles of international convention,laws,policies and the guidelines on community-based physical activity in the protection of the rights and benefits of children with disabilities for participation in community-based physical activity.Using the international advanced health theory tool "International Classification of Functioning,Disability and Health"(ICF)as the theoretical basis,the obstacles of community-based physical activity for children with disabilities had been comprehensively analyzed in aspects of four levels of awareness-raising,knowledge and skills,healthy lifestyle and environment.A method system of guidance of community-based physical activity for children with disabilities based on ICF had been established to improve the level of guidance of community-based physical activity for children with disabilities and promote their development of community-based physical activity.This study uses policy analysis and literature review methods to make a systematic theoretical analysis of domestic and foreign policies on community-based physical activity for children with disabilities and guidance.Expert survey methods and ICF theory of functioning analysis had been built a methodological system of guidance of community-based physical activity for children with disabilities,and illustrated the implementation process of community-based physical activity for children with disabilities and the precautions taking children with cerebral palsy as an example.The following conclusions were drawn:1.Based on the ICF and the international ideological concepts for development of children with disabilities from UN convention on Protection on the Rights of People with Disability(CRPD): "equality,inclusion,and sharing",a theoretical framework of policies of guidance of community-based physical activity for children with disabilities had been constructed.The framework is divided into three levels.The first level is the international and domestic legal system abide by the Convention on the Rights of Persons with Disabilities(CRPD)and the Convention on the Rights of the Child(CRC).The second level is the international and domestic policies planning system.The third level is the international and domestic policies,planning,guidelines and technical standard system.The theoretical framework of policies of guidance of communitybased physical activity for children with disabilities on the ICF can promote the realization and protection of the rights and interests of children with disabilities in guidance of community-based physical activity in three aspects: the protection of children's health rights,community participation,and children welfare.Based on ICF theories and methods,the theoretical framework can analyze the contents of international and domestic laws,policies planning,guidelines and technical standards on the protection of the health rights of children with disabilities,the right to community participation and the protection of children's welfare,and reflect the content relationship and logic of the relevant provisions of the policies on guidance of community-based physical activity for children with disabilities.2.The methodological system of guidance of community-based physical activity for children with disabilities based on ICF is an interdisciplinary with functional orientation,and guides children with disabilities and their families in four aspects: awareness raising,knowledge and skills learning,healthy lifestyle development and environmental construction.In aspect of awareness-raising,all members at community should acquire a better understanding of the participation of children with disabilities in community physical activities with learning of theoretical and policy framework at the international and domestic levels.In aspect of knowledge and skills learning,community physical activities instructors should receive training in physical education and adaptive physical activities for people with disabilities to establish a systematic system of guidance of community-based physical activity knowledge for children with disabilities.In aspect of the development of a healthy lifestyle,community physical activities instructors should teach community residents to cultivate the habit of participation in physical activities to set an example for children with disabilities,and instruct and supervise children with disabilities to conduct daily community-based physical activity.In aspect of environmental construction,community physical activities instructors should pay attention to the infrastructure accessibility construction and adaptation of sports facilities for children with disabilities in community-based physical activity,and integrate community resources to provide suitable environment of physical activity for children with disabilities.
