The national new urbanization plan(2014-2020)issued in 2014 aims to promote the "people-oriented" new urbanization construction in a sound and fast way,and puts forward the new requirements of taking the new urbanization path with Chinese characteristics and comprehensively improving the quality of urbanization.The overall implementation plan of the national comprehensive pilot program for new urbanization proposed later was decided to carry out after the first batch of pilot work in 62 cities(towns)including Ningbo and two provinces,which are Jiangsu and Anhui before the end of 2014,followed by the second and third batches of pilot work and gradually extended them to the whole country.First of all,this paper will review domestic and foreign basic public services,basic education public services,the new type of urbanization construction related literature to form a beneficial reference;Secondly,it discusses the connotation and extension of public service of basic education,and discusses the theoretical basis of rational allocation of public service resources of basic education under the background of urbanization from the perspectives of public goods theory,externality theory and fiscal decentralization theory.Thirdly,under the background of new urbanization development,the basic judgment and status quo of China's basic education public service resource allocation level are studied,and then the effect of new urbanization policy on the basic education public service resource allocation level is empirically studiedIn Specific empirical process,considering the new policy of urbanization had started in 2014,we choose the country's 285 cities as the research samples,selection policy before and after three years(2010-2017),prefecture level foundation education input and output data,according to whether a reasonable partition experimental control group for the pilot cities,in the new urbanization policy pilot virtual variables as explanatory variables,basic education is public service level as the explained variable,using double difference method,the new type of urbanization impact on basic education of public service.The results show that the new urbanization policy effectively promotes the improvement of the public service level of basic education in the region,and the effect is positive and significant at the significance level of 10%.The results of heterogeneity test showed that the positive effect showed a trend of gradual decline in the eastern and western regions.Mechanism analysis shows that the new urbanization work has a positive and significant impact on the public service level of basic education through fiscal decentralization mechanism.The subsequent stability test also confirmed the rationality of the benchmark regression results,indicating the positive role of the new-type urbanization construction policy in promoting the public service level of basic education and improving the living quality of the peopleReference mechanism research results,in the end,this article puts forward the establishment and the financial system of form a complete set of urbanization,such as investment and financing mechanism,the transfer payment mechanism,fiscal decentralization mechanism,perfect agricultural transfer of population urbanization of propulsion mechanism,improve the mechanism of the integration of urban and rural development policy measures,such as to promote the new urbanization construction and basic public service level.
