As an important part of the social security system,unemployment insurance not only plays the traditional function of "protecting life",but also plays an increasingly important role in "promoting employment" and "preventing unemployment".At the beginning of the establishment of China's unemployment insurance system,it was mainly to cope with the large-scale laid-off and unemployed people in the transition period,so the "protecting life" played a major role.With the structural transformation of the unemployed population in China,the institutional function of unemployment insurance in China should also change accordingly.How to use the unemployment insurance system to promote employment and prevent unemployment has become the focus of current policy research.This article is a special study of the function of the unemployment insurance system in Fuzhou.The main content of the study consists of two parts.First,based on the analysis of the coverage,rate level and expenditure structure of the unemployment insurance system in Fuzhou,the transformation of institutional functions is analyzed from the development characteristics of the system itself.The results of the analysis show that the coverage of unemploy-ment insurance in Fuzhou is expanding,but the system coverage is still low;the unemployment insurance rate tends to decline,and the rate is leveraged through the stable subsidy policy;the proportion of employment promotion expenditure is gradually increasing,but still at a lower level.These developmental characteristics show that the unemployment insurance system in Fuzhou is realizing the transformation from "protecting life" to "promoting employment",but the employment promotion function still faces enormous challenges.The second is to study the special employment promotion policy of the unemployment insurance system,and select the most representative and most socially concerned "witness subsidy" policy as a case for analysis and conduct special evaluation.The assessment results show that through vocational training,it is possible to change the direction of fund expenditure,guide the direction of social employment,and stimulate the reemployment of unemployed people;through the direct purchase of training results by the government,the complicated process management is avoided,but only by doing a good job of supervision can the purpose of promoting employment be effectively realized.Based on the above research conclusions,this paper believes that the employment-oriented unemployment insurance system should be optimized from the aspects of improving the coverage of unemployment insurance,optimizing the unemployment insurance rate mechanism,and improving the payment mechanism.It is suggested that we should strengthen the supervision and management of "witness subsidy",pay attention to professional guidance of vocational training,promote the employment training voucher system,and clarify the expenditure channels of vocational training subsidy to improve the performance of the system.
