In the 2006,seven provinces and municipalities in eastern China(including Shandong Province)started to expand the scope of expenditures for unemployment insurance funds,which is a transformation of the unemployment insurance system from " focus on basic living" to "employment promotion." As a more economically developed province in northern China,Shandong Province is also a pilot province that expands the scope of expenditures for unemployment insurance funds.It is of great significance to study the status of re-employment in urban areas and how the unemployment insurance system can promote the re-employment function,which is conducive to the pilot project of Shandong Province to further promote system reform,so as to promote the gradual maturity of our unemployment insurance system.This paper reviews the policy development process of the unemployment insurance system in Shandong Province from the perspective of re-employment promotion.At the same time,using descriptive analysis,this paper selects a number of indicators related to unemployment insurance to promote re-employment,The status of re-employment of unemployed people has been more tentatively described.In order to reflect the objectivity and comprehensiveness of evaluation and follow the principles of science selection and accessibility,the paper uses the longitudinal comprehensive evaluation method to evaluate the unemployment insurance system in Shandong Province from nine dimensions which are the registered urban unemployment rate,the unemployment insurance coverage rate,the unemployment insurance benefit rate,the per capita vocational training subsidy,the per capita employment introduction allowance,per capita unemployment insurance expenditure,the accumulated surplus per capita unemployment insurance fund,the success rate of employment introduction,and skills training re-employment rate.Based on the above analysis,we find that there are some urgent problems to be solved in the unemployment insurance system in Shandong Province.Firstly,the unemployment insurance coverage rate and benefit rate are lower;secondly,the per-capita occupational training subsidy level is low;Third,vocational training and job referral are ineffective.The root causes of these problems are the lack of incentives and restraint mechanisms for registered unemployed persons,relevant government agencies,vocational training and agencies,and the government's insufficient emphasis on promoting unemployment through unemployment insurance.At the same time,looking for the gap between the countries with mature foreign unemployment insurance system and it lies in the following aspects: the unemployment insurance benefit is decoupled from the original wage level of the unemployed;the years of payment and the level of the unemployment insurance fund lack a linkage mechanism.Combined with the current situation,problems andanalysis of the unemployment insurance system in Shandong Province to promote re-employment,the useful experience of promoting employment at home and abroad,i made some relevant countermeasures: perfecting the system of unemployment insurance at institutional level,including expanding the scope of system coverage,formulating reasonable payment standards and payment deadlines,and optimizing the structure of fund expenditures.At the system implementation level,local governments should strengthen their supervision and control,raise the awareness of enterprises and their employees on insurance participation,formulate re-employment policies and optimize the employment environment.
