Employment is the "barometer" of the economy and the "stabilizer" of society.The increasingly serious unemployment problem has become a hot issue that plagues the coordinated economic and social development of countries and regions around the world.The unemployment insurance system,as a major social security item to suppress unemployment,promote employment,and protect the basic lives of the unemployed,helps to stabilize and expand employment and promotes labor reproduction.Chongqing is in the critical period of optimizing and upgrading its industrial structure and adapting to the new normal.The urban unemployment problem caused by economic restructuring is becoming increasingly prominent,and the focus of unemployment insurance fund expenditure is still on "basic insurance",making it difficult to adapt to the unemployed under the severe employment situation The need for reemployment,coupled with the gradual failure of the old security system and the incompleteness of the new security system,have made the unemployment insurance fund's effect on promoting the reemployment of urban unemployed people worse.Further strengthening the reemployment promotion function of the unemployment insurance fund and gradually increasing the investment in the reemployment promotion of the unemployment insurance fund have become the top priority of the unemployment insurance reform.In the current situation of slow employment growth in Chongqing,how to make effective use of the unemployment insurance fund and play a greater role in promoting reemployment is also one of the popular projects that affect people's livelihood.This study takes the unemployment insurance fund as the starting point,and evaluates and analyzes the reemployment promotion function of the unemployment insurance fund along the line of "theoretical basis-empirical research-problem cause analysis-lessons learned-policy recommendations".How well the insurance fund works and how effective it is for reemployment.Firstly,it provides theoretical basis and guidance for research by collating and summarizing domestic and foreign literature and related theories.Secondly,based on the implementation ofChongqing's unemployment insurance and the reemployment situation of urban unemployed,the income and expenditure of the unemployment insurance fund and the expenditure of the fund in promoting reemployment are described and analyzed.On this basis,the related data are sorted and calculated,the index evaluation system is constructed,and the longitudinal comprehensive evaluation method with time series characteristics is used to evaluate and analyze the reemployment promotion function of Chongqing unemployment insurance fund.Third,according to the evaluation results,find out the obstacles and reasons that restrict the employment of the unemployment insurance fund's reemployment promotion function: such as the narrow coverage of the unemployment insurance system,the low efficiency of the use of the unemployment insurance fund,the low proportion of fund expenditure to promote reemployment,and vocational training The reason is that the employment subsidy is small and the system coverage target has deviations,the fund expenditure structure is unreasonable,the fund use supervision is not in place,the vocational training and referral agency services are in a form,and the unemployed have a weak social security awareness.Then,it summarizes and introduces the experience and methods of expanding the scope of unemployment insurance fund expenditure,promoting employment and reemployment in domestic pilot provinces and cities,and selecting the provinces and cities with good pilot results for comparison to draw on the "essence",and finally puts forward corresponding countermeasures and suggestions..According to the research on the above content,the following conclusions are mainly drawn:(1)the reemployment promotion function of Chongqing Unemployment Insurance Fund from 2001 to 2017 is generally improving from weak to strong;(2)the income of unemployment insurance funds and unemployment insurance The accumulated fund balance and the increase in vocational training subsidies can promote the re-employment rate.During the operation of the Chongqing Unemployment Insurance Fund,the unemployment insurance benefit rate,the employment success rate of unemployed persons who have introduced employment and the completion rate of vocational training score The downward trend is ahindrance to the development of Chongqing's unemployment insurance,which has limited the function of promoting reemployment.(3)Optimize the unemployment insurance fund expenditure structure,increase the unemployment insurance fund's investment in reemployment promotion,and strengthen the linkage mechanism between unemployment insurance and reemployment.
