Research On The Employment Promotion Function Of The Unemployment Insurance System In Chifeng City

The social security system is of great significance to the realization of social justice and the promotion of healthy and sustainable economic and social development.As an important part of the social security system,the unemployment insurance system has played a positive role in promoting sustainable economic and social development and safeguarding the basic livelihood of the people.Moreover,the unemployment insurance system and its functions have a very important role in promoting employment,providing basic livelihood protection,preventing unemployment,actively promoting employment and improving the quality of re-employment.However,in recent years,China’s economy has entered a new stage of development,and many factors such as changes in social policies,industrial restructuring and constant changes in the demographic structure can lead to a surge in the number of unemployed people in society as a whole,and the risk of unemployment continues to increase,and China’s labour market suffers from many unemployment and employment problems.Especially since the epidemic,the employment situation has become increasingly severe and we are suffering from unprecedented pressure.Therefore,in order to solve the current severe unemployment and employment problems,the Ministry of Human Resources and Social Security has taken active measures to cope with it,introducing a series of policies and measures to stabilise the situation,avoid the risk of unemployment and improve the employment rate.This paper examines the employment promotion function of the unemployment insurance system in Chifeng,based on theories of unemployment governance,unemployment insurance and equalisation of public services,from the perspective of the operation of the unemployment insurance system,using the literature research method and data analysis methods to investigate the unemployment insurance system and the implementation of related employment measures in the whole country and the autonomous region,and conduct detailed analysis,then by using historical unemployment The study also shows that the current unemployment insurance system in Chifeng City is more significant in guaranteeing the basic livelihood of the people through the payment of unemployment insurance benefits to maintain basic living,and the study finds that the current insurance coverage is limited,the participation rate is low,the expenditure of the unemployment fund is unreasonable and the Factors such as imperfect re-employment service system are the main reasons that affect the function of the unemployment insurance system in promoting employment.On the basis of the problems that exist in the process of the unemployment insurance system’s function of promoting employment,the study suggests rationalised countermeasures in terms of determining the orientation of employment promotion,optimising fund expenditure,improving the insurance system,adjusting the payment mechanism and improving the re-employment system.This study will provide suggestions and feasible countermeasures for optimizing the employment promotion function of the unemployment insurance system in the less developed areas like Chifeng City,and provide some help to better improve the unemployment insurance system in China.
