Research On Employment Effect Of Unemployment Insurance System In Jiangsu Province

Unemployment is an inevitable result of the market economy.For workers,unemployment is the greatest risk,and employment is the best guarantee.It is generally believed that a certain level of unemployment is a normal phenomenon,which can promote the rational flow of labor and optimize the allocation of human resources.However,an excessively high unemployment rate will not only affect the basic quality of life of workers,but also restrict economic development and social stability..Unemployment in a country or region is not only a personal problem,but also a social problem caused by changes in its economic and social policies,industrial structure adjustments,and demographic changes.Therefore,the state should take responsibility for solving the unemployment problem,and The unemployment insurance system is one of the important measures to deal with unemployment in China.After more than 30 years of development,China's unemployment insurance system has gradually improved its basic functions.From the single function of “guarantee life” at the beginning of its establishment,it has now developed into a composite function of “guarantee life,promote employment,and prevent unemployment”.Insurance plays an increasingly important role in promoting employment,but there are still many problems in the actual implementation,which restrict the role of unemployment insurance in promoting employment.The reports of the 18 th and 19 th National Congresses of the Party all emphasized the need to improve the unemployment insurance system in order to achieve higher quality and fuller employment.As a major economic province in my country,Jiangsu Province has always been at the forefront of the country's social security undertakings,and Jiangsu Province is also a region where my country has implemented pilot projects to expand the scope of unemployment insurance fund expenditures in 7 provinces(cities)in 2006.Therefore,studying the employment effect of the unemployment insurance system in Jiangsu Province can not only test the effect of the pilot policy implementation,but also conform to the reform trend of the unemployment insurance system,which is very representative.Through the research on the unemployment promotion system of Jiangsu Province,this paper hopes to find out the factors that restrict its promotion of employment,which is of great significance for improving the unemployment insurance system and solving the employment problem.This article mainly studies the employment effect of Jiangsu unemployment insurance system through the following parts.The first part,introduction.Introduces the research background and significance of this article,combs and reviews relevant research literature at home and abroad,and then summarizes the research ideas,research methods used,innovations and shortcomings of this article.The second part defines the basic concepts of this article and establishes a theoretical foundation.The third part is to first sort out and summarize the development process and functional evolution of the unemployment insurance system in Jiangsu Province;then introduce the payment mechanism,coverage,benefit level and fund expenditure of the unemployment insurance system in Jiangsu Province;and then focus on the unemployment and employment in Jiangsu Province The current situation focuses on analyzing the main measures used to promote employment in the unemployment insurance system and their implementation effects.In the fourth part,the longitudinal comprehensive evaluation method is used to comprehensively analyze and analyze the effect of unemployment insurance on promoting employment in Jiangsu Province from 2004 to 2017.The results show that the employment effect of the unemployment insurance system in Jiangsu Province in 2004-2017 is increasing year by year,but from 2004 to 2011 A negative annual comprehensive evaluation value indicates that the effect of promoting employment is poor;a comprehensive evaluation of 2012-2017 is positive,indicating that the effect of promoting employment is significantly better.In the established index system,the one that has an important impact on the promotion of employment is the index on unemployment insurance funds.In addition,the benefit rate is also an important factor that affects the promotion of unemployment insurance in Jiangsu Province.In the fifth part,based on the above statistical data and comprehensive evaluation results,on the basis of affirming that Jiangsu unemployment insurance has a role in promoting employment,it also found that the factors restricting its promotion of employment include: 1.Unemployment insurance system participation and benefits Low;2.The payment mechanism of the unemployment insurance system is unreasonable,lacking reemployment incentives;3.The unemployment insurance fund utilization rate is not high,and the expenditure structure is unbalanced;4.The employment service mechanism is not perfect,and the implementation effect needs to be improved.The last part,combined with the latest employment policy of my country and foreign experience,puts forward corresponding policy suggestions on the above problems and constraints.
