Research On The Logistics Socialization Reform Of Z University

University logistics involves basic necessities of life of teachers and students,which is an important guarantee for the normal operation for universities and the life for teachers,students to work,study and live.After more than 30 years of social reform,China's universities have made remarkable achievements in logistics services,made important contributions to the rapid development of higher education,and explored a variety of logistics management models,mainly including Self-Built Logistics models,Service Outsourcing Logistics models,Corporation System Logistics mode,etc.In particular,some universities introduced social funds to form joint-stock companies,which enabled the logistics management department to obtain the status of a legal person,thus released their business vitality and they can actively participate in the competition within the off-campus market.While creating wealth for universities,they also exported excellent services to the society.Z University is the one of the "211 Project","Double World-class" and "Co-building by Ministry and Province" university in China,and is also the university with the largest number of teachers and students in the country.In promoting the construction and daily operation of "Double World-class",Z University is facing arduous tasks and challenges in deepening the socialization of logistics reform,improvement of logistics support and other aspects.So,what are the problems facing the logistics socialization reform of Z University? How should we do to build first-class logistics services to meet the strategic needs of Z University development?Based on systematically sorting out the relevant researches of domestic and foreign scholars on the logistics socialization reform of universities,this study selects Z University,a comprehensive university with large logistics service scale and diverse management models,as the research object,and analyzes the status and characteristics of the three logistics management modes currently coexisting on campus which is including the Outsourcing by logistics management office,the Self-Built Logistics Group,and the Socialized company services,analyzes the unique problems and the common problems(funding,talent,supervision and planning,etc.)of three management modes currently,and analyzes the reasons behind the problems such as "lack of reform drive","lack of governance subject function","poor mechanism",and others.Finally,based on the theory of Collaborative Governance,the countermeasures for the in-depth development of the logistics socialization reform of the Z University are,to change the concept of enhanced driver,to improve the governance capabilities of multiple subjects in logistics reform,effectively to play the role of governance.Finally which is pointed out that "establishing a corporation of university holding division" and "forming an oligarchs gradually" is the preferred choice of reform and development of university logistics socialization.The logistics socialization reform of universities is related to the overall development of China's higher education,and it will face many difficult and complicated problems in the reform.It should move forward steadily and solidly by proceeding from the conditions of the country and university,to provide a solid guarantee for the construction of China's "Double World-class" universities.
