At present,the rapid development of human society has led to increasingly prominent global problems.As a representative of the "third sector" independent of global politics and economy,the role of "going out" social organizations in it has become increasingly apparent and has become a multi-subject participating in global governance.At the same time,under the guidance of the consciousness of "community of human destiny",the social organizations in our country are also actively integrating into the process of internationalization,striving to explore and participate in international development cooperation.However,compared with developed countries,international participation of social organizations in our country is relatively lagging behind and its experience is not yet mature.The self-discipline of social organizations,as an important defense line of the third sector,is related to the future of the healthy development of the organization.Strengthening self-discipline is not only the general requirement for strengthening the organization's accountability and credibility,but also the foundation for keeping itself in an invincible position in complex international relations.Whether social organizations can achieve high standards and requirements in self-discipline is an important basis for them to go abroad better and participate in international development cooperation with high efficiency.Similar to China,Japan,as a developed country after the development of social organizations,in view of the domestic and international situation and in order to better promote social organizations to "go out" and participate in global governance considerations,Japan's social organization departments actively construct a selfdiscipline mechanism in line with its social culture,including strengthening the internal governance of the organization,creating and practicing social organization accountability mechanisms,which has attracted widespread attention from the global community.Based on a detailed investigation of the relevant concepts in the selfdiscipline mechanism of social organizations,this paper compares the current situation of international participation of social organizations in China and Japan and the construction process of the self-discipline mechanism.Through research,it is found that the self-discipline mechanism is an organic combination of self-discipline awareness and self-discipline action,not just a static self-discipline code of conduct.Only through mutual cooperation between the two can the self-discipline mechanism finally become the common action strategy and governance mechanism of the industry.In addition,the establishment of professional organizations and their functions are prerequisites for the construction of a self-discipline mechanism for social organizations.The independent cooperation and mutual consultation within the industry will also greatly enhance the self-discipline ability of social organizations.These research results will provide reference value for China's social organizations to go abroad and build a self-discipline mechanism in line with the national conditions in the future.
