Poverty is a relative concept.In China's vast western poverty-stricken areas,the lack of economic development is accompanied by the backwardness of social services supply,which also affects the development of social work in poverty-stricken areas,led to scarce quantity and low-quality development characteristics of social work institutions in poor areas.Institution A is the first social work organization generated locally in Z City.When the surrounding social work organizations have closed down after one or two years of establishment,Institution A has continuously adjusted its action strategy by combining policy concerns and public needs and developed to this day.From the perspective of Recognition,under the framework of the recognition structure and recognition process proposed by Wang Sibin,this study applies the literature,the observation and the interview method to collect data,and uses the historical research and the functional analysis to analyze,and conducts in-depth research on the whole process of the establishment,development,and transformation of the Institution A.Due to the characteristic of service first,the work team that integrates blood,geography and business relationship guarantees the stability of personnel and the consistency of work objectives,and promotes the self-recognition process of staff.Combining the main type of recognition and the differentiated action strategy,the author divides the development of Institution A into three stages.From 2014 to 2015,it is in the initial stage,and gaining legality is the main type of recognition.The basic action strategy is volunteer service first,initiative attack,and practical work.2015 to 2017 is an expansion period,the basic action strategy is multi-pronged,branding,and deepening specific areas.Emotional support is more of a performance of recognition during this period.From 2017 to the present,it is a professional transition period which means going towards overall recognition.The basic action strategy is to explore patterns,integrate resources,and cultivate professional teams.In order to gain recognition from clients and government,Institution A also has several fundamental action strategies throughout the process which includes actively respond to the demand,the accessibility of service,the human-oriented relationship with clients,and grasp the policy opportunities,the snowball expansion project and the moderate-oriented relationship with government.Actually,it is the process of Institution A gaining recognition from government and clients that Institution A develops and improves its independence.Although limited by the real conditions in poor areas,the process of Institution A gaining recognition is a spiral of recognition accumulation,anyway this basic approach of "acting for recognition" has proved to be a path choice for poor areas.The main initiative of the social work organization itself needs to be emphasized here.It is worth mentioning that,in areas where government procurement services have not been institutionalized,although establishing social organizations by entrepreneur is a feasible path,in the long run,government supply must be matched and institutionalized.Otherwise the form of relying entirely on individuals is unstable and not be copied.Frankly,the development of social work organizations and NGO in poverty-stricken areas still faces a crisis of recognition as a whole.
