At the fifth plenary session of the 18th CPC Central Committee held in Beijing in October 2015,the CPC Central Committee decided to promote balanced population development,adhere to the basic national policy of family planning,improve the population development strategy,and fully implement the two-child policy for a couple.The policy was officially implemented on January 1,2016.Based on the above background,China's population and population pattern are bound to undergo great changes,which will have a direct and far-reaching impact on preschool education and basic education.At the same time,reasonable allocation,planning and utilization of basic education resources is also a challenge.For the education of planners and decision,whether to build more schools,whether to increase the class well,whether to extend the degree,between urban and rural basic education resource allocation how to allocate,is very necessary and urgent,at the same time it also can ensure that every school-age children can enjoy reasonable education resource allocation,which can avoid areas appear on the education resources shortage,and to avoid waste in well-resourced area.With the promotion of "universal two-child policy",the whole country will usher in a new round of birth peak,huizhou will also usher in a new round of population growth,which will have a non-negligible impact on the production and life of all walks of life in huizhou,especially the education industry.Such as degree,faculty,school buildings and other basic education stage education resources demand will also be changed with the increase and decrease of the number of school-age population.If the allocation of basic education resources cannot be reasonably considered and the corresponding hardware facilities cannot be matched according to proportion and demand,the process and quality of basic education will be affected to some extent,and the impact on higher education will be immeasurable.Therefore,after the full implementation of the new birth policy,formulates plans for the development of education in advance,prepare for basic education resource configuration planning,reasonably predict the change of basic education resource requirements,to plan ahead for the future of education development,try to avoid basic education resource supply gap or waste of resources,it is very necessary.Literature study method is adopted in this research,statistical analysis,investigation,analysis and other research methods,on the basis of huizhou sixth census data,based on the existing research,combing,collecting and analysis of statistical data,from school-age population prediction and forecast of the demand of education resources,according to our country and huizhou school-running benchmark nine-year compulsory education stage,the "comprehensive two children" policy implementation between 2021 and 2035 after the huizhou elementary school,junior high school basic education stage of the population forecast,compared to the existing education resources,the demand of basic education resources is analyzed,and the research conclusion,Make policy recommendations.The research focus of this paper is the prediction of the school-age population of primary school and middle school in huizhou city from 2021 to 2035,as well as the prediction of the demand of teachers,school building area and education funds compared with the existing educational resources.The difficulty is how to choose the model of population development and its parameters.
