Research On Evolution Of Rural Sports Policy In The 40 Years Of Reform And Opening Up

Up to now,the word "policy" has never left people vision and life,and it plays an important role in different times.Needless to say,as a product of the times,the healthy and rapid development of rural sports is bound to depend on the norms and guidance of policies.From the point of view of rural sports revitalization,rural sports policy should be the top design part of rural sports revitalization.Whether the rural sports policy is perfect or not is directly related to the achievements and effects of rural sports revitalization.As far as the logic of the development of rural sports itself is concerned,the policy of rural sports is the guide and leader of its development,and the goal and principle of policy-making is the value pursuit and development orientation of rural sports,and if there are problems in the policy-making,It will bring about the slow development of rural sports,poor effect and other disadvantages,which seriously hinder the healthy and rapid development of rural sports.Using the methods of literature,text analysis,comparative research and so on,the study analyzes the evolution of rural sports policy in the past 40 years of reform and opening-up,tries to find out the characteristics of the evolution of rural sports policy in the past 40 years on the basis of combing the text of rural sports policy,and tries to find out the predicament of the evolution of rural sports policy in the past 40 years,and to put forward some suggestions which are conducive to the development of rural sports policy at present,hoping to give reference to the relevant policy departments.The study will not only help to solve the problem of the evolution of rural sports policy,but also to grasp the inherent law of the development of rural sports policy and look forward to the development path of rural sports policy in the future,even promoting the revitalization of rural sports has a strong theoretical and practical significance.The results show that the internal dilemma of the evolution of rural sports policy in the 40 years of reform and opening-up is as follows:the policy text highlights fuzziness and non-sustainability;the policy text lacks supervision and evaluation content;the choice of policy tool weakens the voluntary tool;The policy object ignores rural sports.The external dilemma is:the construction of service-oriented government is not perfect;the relevant supporting policies of local government are not perfect;the academic achievements of think-tank are a little insufficient;the foundation of rural sports is weak and the regional development is out of balance.In order to futher promote the development of rural sports policy in the future,the following suggestions are put forward:relying on the background of the times,persisting in deepening the reform;clarifying the text content,perfecting the policy system;giving full play to the role of the market and paying attention to the rural sports;build a service-oriented government,improve administrative efficiency;highlight the nature of the think tank,strengthen scientific research;follow the reality of rural areas,promote solid and stable.
