A research on preventing and coping mechanisms of emergencies in higherschools deserves being conducted for higher school management in this new era. Itmatters daily teaching, work order along with rapid development of higher schoolsin the future whether mechanisms on beforehand prevention, real-time coping andafterward recovery are established.The study is carried out as long as one year with twenty thousand students froma higher school in our country as the subjects, Beginning with connotations ofemergencies in higher schools, the study has analyzed the status together withdeveloping trends of emergency-managing in higher schools and also put forwardstrategies for constructing prevention and coping mechanisms in this new era inorder to summarize a set of mechanisms for emergencies in higher schools throughapplying knowledge of Public Administration, Law as well as Economicssynthetically and drawing on experience of emergency-managing from foreignhigher schools as follows:Part 1: connotations of emergencies in higher schools. Explanation ofdefinitions for emergencies as well as emergencies in higher schools is made. What'smore, types and characteristics of emergencies in higher schools are elaborated.Part 2: drawing on experience from Hongkong, Taiwan and overseas area. Forthe sake of helping establish prevention and coping mechanisms for emergencies inhigher schools of our country, experience from Hongkong, Taiwan and overseas areaare drawn through expounding and analyzing coping and managing methods adoptedin those areas.Part 3: the status and developing trends of establishing prevention and copingmechanisms for emergencies in higher schools of our country. Through investigatingthe status of both relevant researches in our country and enactment of correlative law,regulations along with policies, the status of establishing prevention and copingmechanisms in higher schools of our country are elaborated. Furthermore,developing trends of emergencies in higher schools of our country in the new era are discussed as well.Part 4: a survey and analysis of causes for emergencies in higher schools of ourcountry. Causes of emergencies in higher schools of our country are analyzed and thesources of these causes are explained in detail with an aid of long-term study of onehigher school of our country.Part 5: strategies for establishing prevention and coping mechanisms foremergencies. Detailed strategies are proposed through demonstrating how toestablish beforehand prevention, real-time coping and afterward assessment andrecovery mechanism. Starting with a macroscopical thinking of constructingprevention and coping mechanisms of emergencies in higher schools emphasizinganalyzing strategies for constructing prevention mechanisms, the author proposes theperspective of constructing beforehand prevention mechanisms through setting upmechanisms of organization, system, communication, education and training. Inorder to offer detailed strategies for constructing prevention and coping mechanisms,beforehand prevention, real-time coping and afterward assessment and recoveryhave been analyzed. In addition, the roles played by several important departmentsand management groups including assistants, Managing Department ofStudent-aiding, Psychology Service Centre, Managing Department of Student Careerand Security Department in the process of preventing and coping emergencies inhigher schools are discussed.
