With the development of the knowledge economy,the role of human resources is becoming increasingly prominent.The competition between countries and regions is ultimately the competition of talents,especially the competition of high-level talents.Talents have become an important strategic resource that can promote economic development,social progress,and national rejuvenation.High-level talents play a key role in the top-level design of society and can improve the overall quality of the talent team.Various national and regional governments are paying more and more attention to the introduction of high-level talents,and rushing to introduce high-level talent introduction policies.However,the high-level talent introduction policies in various regions generally have problems such as insufficient policy focus and insufficient policy propaganda.As a result,the policy effect of the high-level talent introduction policy in the region is not obvious,so the research on the introduction policy of high-level talents has become an important issue of public policy.In recent years,Chongqing Municipality has actively promoted the construction of high-level talents and strived to build a highland of regional talents.In the context of the current new economic normal state and the country's vigorous promotion of industrial reform,this paper explores Chongqing as a key city for development in the introduction of high-level talents.Prospects,supported by the theory of human capital and policy processes,analyze the current high-level talent introduction policies in Chongqing.This study uses policy thinking,analyzes the high-level talent introduction policy of Chongqing from multiple angles,and aims to improve the policy competitiveness.It summarizes the phased achievements of Chongqing in the introduction of talents,and analyzes the weak links and shortcomings in the policy.In response to its recommendations for policy optimization,it provides a reference for the development of high-level talents in Chongqing.This thesis consists of six chapters.The first chapter is the introduction.By combing the background and significance of this research,this paper summarizes theresearch status of high-level talent introduction at home and abroad,and explains the research ideas and research methods.The second chapter is the definition and theoretical basis of the concepts involved in this paper.The main concepts are high-level talents and talent introduction policies.The theories involved are human capital theory,talent incentive theory and policy process theory.The third chapter is the analysis of the introduction policy of high-level talents in Chongqing.Firstly,it sorts out the high-level talent introduction policy at the national level.Based on the understanding of national policies,it systematically sorts out Chongqing from the aspects of text content,policy orientation and implementation effects.High-level talent introduction policy.The fourth chapter analyzes the shortcomings and shortcomings in the policy based on the full understanding of the policy in Chapter 3,and analyzes the reasons for the existence of the problem.The fifth chapter puts forward suggestions for the high-level talent policy of Chongqing at night for policy issues.The sixth chapter is the conclusion and outlook,summarizing the paper and proposing the shortcomings and future efforts.
