At present,talents have become a decisive factor in determining the social and economic development of a region,and high-level talents are the backbone force in promoting regional development.The realization of the value of high-level talents is closely related to the factors of personnel policy,and the perfect system guarantee is an important factor to give full play to the efficiency of high-level talents.Xuzhou city is to accelerate the rise of regional central cities,significant regional advantage,science and education resource,industry advantage is obvious,is currently in vigorously the introduction of high-level personnel important strategic period,every industry in the process of construction needs the support of enough number of high-end talent,but in reality a high-level professional talent gap is larger.In the new era,new situation and new tasks,in order to make Xuzhou a gathering place for high-end talents and form an effective mechanism for innovation and development,it is fundamentally necessary to conduct macro review,in-depth thinking and optimized design of talent introduction policies,so as to achieve the aggregation of innovation elements and promote the rapid development of Xuzhou’s economy and society.This article first describes the current situation of xuzhou’s high-level talent introduction policy,analyzes the problems existing in xuzhou’s high-level talent introduction policy,and makes some reflections on it.In this process,the talent stock status was investigated from the perspective of the brief situation of Xuzhou city and the current situation of Xuzhou’s human resources,and the policy text,policy coordination,talent training and other dimensions of Xuzhou’s high-level talent introduction policy were observed.The main problems of xuzhou’s high-level talent introduction policy include the limitation of the policy-making body,the lack of regional characteristic isomer of the policy,the need to improve the number and level of high-level talents directed by the policy,the imperfect working mechanism in the policy and the imperfect performance evaluation system.The reasons for these problems mainly include the lack of strength in policy formulation,the lack of guarantee in policy implementation and the lack of effectiveness in policy reference.Study through the analysis of suzhou,nanjing,hangzhou,shenzhen area the introduction of high-level personnel policies,and policy in Japan,the United States mode were analyzed,and based on this,advances xuzhou high-level talent introduction policy optimization measures,namely from multiple main body participation,highlights the place characteristic,improve the precision,the work force,perfect to improve the performance evaluation.
