A Study On The Influence Between “Comprehensive Two Child” Policy And The Change Of Population Structure In Harbin

Through the research,the following conclusions are obtained:(1)based on the different fertility policies implemented in different periods in China,the predicted values of future population,aging population coefficient and dependency ratio of Harbin area are calculated and compared.In terms of the final results,the implementation of the "comprehensive two child" policy can alleviate the declining trend of China's total population to the greatest extent.However,with the time proposal for the implementation of the policy,the effect it can bring is relatively weak in just a few decades.The increasing aging and the disappearance of demographic dividend in Harbin has become an irreversible trend,Therefore,under the background of open birth policy,we should solve the possible negative effects of population problems from the aspects of economy,education,social security and so on.Based on the above conclusions,this paper also puts forward some policy suggestions.First of all,we should rationally look at the adjustment of the policy,including fully understanding the significance of the policy,actively promoting the content of the policy,and correctly seeing the advantages and disadvantages of the policy.Secondly,from the point of view of strengthening and improving basic public services,it mainly includes setting up a special high-risk pregnancy consultation and guidance center,providing good education conditions,strengthening female fertility insurance and increasing talent cultivation.Thirdly,from the perspective of improving the relevant supporting systems,it mainly includes improving the maternity leave system,improving the female employment mechanism,improving the policy guidance mechanism and strengthening the economic adjustment and upgrading.Finally,we should improve the social security system.
